In San Antonio, Texas, a former Veteran’s Affairs contracting officer, 50-year-old Glenn Dartone Johnson, has faced justice after admitting to accepting bribes in exchange for favorable treatment in the awarding of VA contracts. Posing as a “consultant,”

Johnson was enlisted by Javor McCoy to leverage his insider knowledge and influence to secure VA transportation contracts for McCoy’s bids. The scheme unfolded with McCoy delivering a total of $100,000 in cash to Johnson on two separate occasions in August 2021, discreetly placing the money in a gym locker for Johnson to retrieve.

Johnson’s admission of guilt came on December 20, 2023, as he pleaded guilty to conspiring to commit bribery of a public official. The consequences of his actions include surrendering $43,790, paying a fine of $58,000, and completing 1,500 hours of community service.

U.S. Attorney Jaime Esparza for the Western District of Texas emphasized the significance of safeguarding government fund integrity and assured that measures are in place to hold accountable those who compromise the contracting system. The case serves as a stark reminder of the government’s dedication to maintaining trust in how taxpayer dollars are allocated.

Echoing the sentiment was Aaron Tapp from the FBI’s San Antonio field office and Kris Raper from the Department of Veterans Affairs Office of Inspector General’s South Central Field Office. Both highlighted their organizations’ commitment to protecting veterans’ interests and ensuring that any form of deceit or corruption within VA programs is met with strict consequences.

This incident underscores an ongoing effort by federal agencies such as the FBI and VA-OIG to root out corruption and protect the sanctity of services provided to America’s veterans. Prosecutors Justin Chung and Jay Porier were instrumental in bringing this case to its conclusion.
