According to a European security official and sources familiar with the situation, Bout personally welcomed Houthi representatives at a significant meeting in Moscow this August where they sought to secure a deal for $10 million worth of automatic weapons.

The swap that saw Bout’s freedom in exchange for Griner sparked widespread debate, particularly because U.S. Marine Paul Whelan was not included in the deal (though he has since been released).

The Houthis, a group that Washington has designated as terrorists, are the target of Bout’s alleged return to arms dealing, which could further complicate Middle East dynamics.
