He stated it “does not align with American interests and, in many cases, contradicts American values.” He argued that foreign assistance often destabilizes global peace by promoting ideas that disrupt “harmonious and stable relations within and among nations.”

Trump declared, “No further US foreign assistance will be disbursed in a manner that is not fully aligned with the foreign policy of the President of the United States.”

Major Recipients Likely to Avoid Cuts

Despite the review, key beneficiaries of US aid—such as Israel ($3.3 billion annually), Egypt ($1.5 billion annually), Jordan ($1.7 billion annually), and Ukraine ($69.2 billion since 2014)—are unlikely to see significant reductions. Much of this funding is tied to long-term agreements, including treaty obligations, or supports vital geopolitical and security initiatives.

Notably, Ukraine continues to receive military assistance through the Presidential Drawdown Authority. This mechanism enables swift delivery of defense resources from Department of Defense stockpiles to address emergency situations. Military aid under this framework can begin arriving within days of approval, ensuring timely support during crises.
