According to a 13-page criminal complaint, Dugan allegedly directed ICE officers away from Eduardo Flores-Ruiz, a Mexican national with a prior deportation record, by sneaking him out through a restricted courthouse door. Flores-Ruiz evaded arrest for 22 minutes before being detained by immigration officials.

Judge Isham’s Response

Following the arrest, Judge Monica Isham issued a strongly worded email on Saturday, claiming she no longer feels “protected or respected as a judge.” Isham stated she would refuse to hold court without new “guidance” or “support” from state leadership. In her email, she defended Dugan’s actions, asserting that Dugan acted in alignment with her oath of office.
