The Department of Transportation (DOT) under President Trump unveiled a significant challenge it faced upon taking office—an “unprecedented backlog” of federal grants left unresolved by the Biden administration. This backlog, totaling an eye-popping $43 billion, included approximately 3,200 unobligated grants that were announced but never finalized by the previous leadership. These delays slowed critical infrastructure projects across the country, frustrating communities and wasting time.

In late March, the DOT’s Federal Highway Administration announced a major win for Rhode Island: $221 million in federal funding to rebuild the westbound side of the Washington Bridge. Closed since December 2023 due to a catastrophic failure, this bridge is a vital artery for thousands of daily commuters. While the funding was initially announced in fall 2024, the Biden administration failed to finalize the grant agreement, delaying progress. DOT Secretary Sean Duffy emphasized, “Under the Trump administration, we’ve cut through this red tape and are focused on delivering results.”

Backlog Stalls Critical Infrastructure

According to a DOT spokesperson, much of the backlog stemmed from the Biden administration’s $9 billion in announced grants for 1,000 recipients that were never officially signed before leaving office. Secretary Duffy explained during an April 10 Cabinet meeting: “The last administration announced big, essential projects—lots of good ones. But they didn’t sign the grant agreements, leaving the money stuck in limbo.”

Secretary Duffy also highlighted how the Biden administration’s green energy and social justice requirements further complicated the grant process. “We’re removing unnecessary red tape and focusing on actual infrastructure—not social movements,” he said. Meanwhile, President Trump added, “Good steel, right? As opposed to green papier-mâché.”

Rhode Island’s Washington Bridge: A Key Victory

The Washington Bridge project embodies the Trump administration’s commitment to cutting delays and prioritizing infrastructure. This critical repair will restore a high-traffic route, improving travel efficiency and safety for Rhode Island residents. By eliminating unnecessary hurdles, the DOT resolved years of stagnation and ensured real progress.

DOT Saves Millions in Efficiency Push

On Monday, Secretary Duffy also announced the cancellation of a grant between the Federal Railroad Administration and Amtrak for a high-speed rail project in Texas. This decision saved taxpayers $63.9 million. Duffy called the project “a waste of funds,” urging private companies to take responsibility for such initiatives. “We’re prioritizing taxpayer dollars on essential projects, not distractions,” he added.
