Party officials hope this effort will help bridge internal divisions between messaging strategies and the policies themselves.

“We didn’t lack policies,” said Celinda Lake, a Democratic pollster. “But we lacked a functioning narrative to communicate those policies.” Lake explained that previous campaigns overloaded voters with statistics and acronyms, failing to present a clear, compelling story about what the party stands for. The upcoming publication aims to rectify this by providing candidates with a more structured narrative heading into the primary season.

Learning From Republican Strategies

The project is inspired by the GOP agenda called “Project 2025,” which President Trump disavowed during his campaign but implemented in office. According to Democratic leaders, this model demonstrated the effectiveness of presenting clear, actionable ideas that resonate with voters. “We get wrapped up in his personality,” said Neera Tanden, an advisor to the project. “But Trump puts forward ideas like ‘No tax on tips,’ and it signals he’s championing working-class people.”

However, not all Democrats are convinced. Critics argue that focusing too much on coalition-based policymaking may fail to address the core concerns of voters. Adam Jentleson, a Democratic strategist, expressed skepticism, stating that “developing policies by checking every coalitional box is how we got in this mess in the first place.”

Balancing Policy and Messaging

Project 2029 intends to align Democratic priorities with voter needs while addressing criticisms of fragmented messaging. Each section of the policy book will focus on key themes and will be tailored to help candidates articulate how those policies can improve lives. Party operatives believe this approach will provide a more unified direction for their campaigns.
