LOS ANGELES, CA (TDR) — In a move likely to intensify the clash between federal immigration policy and local sanctuary laws, Mayor Karen Bass on Friday introduced a prepaid cash card program aimed at supporting illegal immigrants affected by President Trump’s ICE raids.
“You have people who don’t want to leave their homes, who are not going to work, and they are in need of cash,” Bass said at a press conference unveiling the initiative.
The cards, reportedly worth a few hundred dollars, will be available as soon as next week. While Bass emphasized that the cash will come from philanthropic sources, she acknowledged that city departments will coordinate the rollout using taxpayer-funded infrastructure.

The announcement coincided with Bass’s new executive order directing city agencies to strengthen compliance with Los Angeles’s sanctuary city laws. As the Los Angeles Times reported, local officials remain barred from assisting federal immigration enforcement in any way, including detentions, arrests, or transfers.
Left-leaning advocacy groups such as the Coalition for Humane Immigrant Rights of Los Angeles are reportedly helping administer the aid, although specifics around eligibility remain unclear.
Bass likened the plan to the “Angeleno Cards” launched during the COVID-19 pandemic under then-Mayor Eric Garcetti—another program that raised eyebrows for its inclusion of undocumented residents.
