- FBI investigating incident as tensions escalate nationwide over federal immigration enforcement
PORTLAND, OR (TDR) — U.S. Customs and Border Protection agents shot a man and woman in Portland Thursday afternoon, according to the FBI and city officials, just one day after an ICE agent fatally shot a woman in Minneapolis.
Portland police responded to the 10200 block of Southeast Main Street at approximately 2:18 p.m. after receiving reports of a shooting. Officers confirmed federal agents had been involved in the incident.
At 2:24 p.m., police learned a man who had been shot called requesting help near Northeast 146th Avenue and East Burnside. Arriving officers found a man and woman suffering from apparent gunshot wounds.

Victims Transported to Hospital
Officers applied a tourniquet and summoned emergency medical personnel. Both victims were transported to a hospital. Their conditions remain unknown, though Portland City Council President Elana Pirtle-Guiney said she understood both were still alive.
The FBI confirmed it is investigating the agent-involved shooting.
“FBI Portland is investigating an agent involved shooting that happened at approximately 2:15pm near the 10000 block of Main St. in Portland involving Customs and Border Patrol Agents in which 2 individuals were wounded. This remains an active and ongoing investigation led by the FBI.”

Portland Police Chief Bob Day urged the community to remain calm as authorities work to determine what led to the shooting.
“We are still in the early stages of this incident. We understand the heightened emotion and tension many are feeling in the wake of the shooting in Minneapolis, but I am asking the community to remain calm as we work to learn more.”
Portland police have secured both scenes pending investigation.
Shooting Follows Minneapolis Killing
The Portland incident occurred one day after ICE agent Jonathan Ross fatally shot 37-year-old Renee Nicole Good in Minneapolis on Wednesday morning. The Minneapolis shooting sparked nationwide protests and intense scrutiny of federal immigration enforcement operations.
Department of Homeland Security spokesperson Tricia McLaughlin claimed the Minneapolis ICE officer acted in self-defense after Good allegedly tried to run over agents in “an act of domestic terrorism.”
However, multiple videos and eyewitness accounts contradict the federal government’s narrative. Witnesses reported Good’s vehicle was pulling away slowly when an ICE agent stepped in front and shot her through the windshield.
Minneapolis Mayor Jacob Frey called the self-defense claim “bullshit” and demanded ICE leave the city immediately. Minnesota Governor Tim Walz expressed pessimism about getting a “fair outcome” after the FBI took sole control of the Minneapolis investigation, excluding the Minnesota Bureau of Criminal Apprehension.
National Response
Vice President JD Vance called Good’s death “a tragedy of her own making” when speaking to media, drawing criticism from Democrats and civil rights advocates.
The Minneapolis shooting triggered protests in dozens of cities including Atlanta, Boston, Chicago, Detroit, New York City, Oakland, Seattle and Portland. Hundreds of anti-ICE protesters gathered in Monument Square in Portland Thursday night.
Governor Walz has called for support from out-of-state residents, urging people in cities with significant immigration enforcement activity to stand in solidarity with affected communities.
“To Minnesotans, don’t take the bait. Do not take the bait. Do not allow them to deploy federal troops into here. Do not allow them to invoke the Insurrection Act. Do not allow them to declare martial law.”
The Portland City Council abruptly adjourned its Thursday afternoon session and councilors gathered in the mayor’s office. They postponed their meeting until next week.
President Donald Trump’s administration has significantly expanded immigration enforcement operations in recent months, deploying ICE and Border Patrol agents to conduct sweeping operations in cities across the country.
Will federal authorities provide transparency about what led to the Portland shooting, or will the investigation face the same jurisdictional conflicts as the Minneapolis case?
