Roughly 800 Guard members are being deployed as part of an initial crime crackdown in D.C., alongside 850 federal officers. Within hours of arriving, authorities arrested 23 individuals on charges ranging from gun possession to homicide. According to White House press secretary Karoline Leavitt, 70 homeless encampments were dismantled, with residents given the choice of shelters, treatment programs, or the risk of jail time.

The relationship between Trump and Bowser has been fraught since his first term. Yet their dynamic has evolved; Bowser supported the NFL Commanders’ return to D.C. and oversaw the dismantling of Black Lives Matter Plaza earlier this year.
Critics like Clinique Chapman, CEO of the D.C. Justice Lab, argue the current move is less about safety and more about politics. “It’s a power play and we’re an easy target,” she said, accusing Trump of exploiting the city’s vulnerability.
Crime Data and Conflicting Narratives
Trump’s decision contrasts with earlier acknowledgments from within his own camp. In April, Ed Martin, then his nominee for U.S. attorney, praised a 25% drop in violent crime. His eventual replacement, Jeanine Pirro, dismissed those gains, focusing on victims of gun violence and arguing crime remains “a significant issue.”
Carjackings have fallen by roughly half since 2023, and homicides are trending downward. However, more than half of arrests involve juveniles — a factor fueling disagreements between city leaders and the Trump administration on sentencing and rehabilitation.
Legal Precedent and Future Implications
Trump’s use of Section 740 sets a modern precedent for federal control over D.C.’s police. For the president, it is an extension of a broader pattern of using emergency powers — from border security to economic tariffs — to bypass traditional political hurdles. Critics fear it could pave the way for future interventions in other cities under federal jurisdiction.
Bowser warns that until D.C. achieves statehood or greater autonomy, it will remain open to such takeovers. “All the power resides with the president,” she said, framing her role as one of compliance rather than defiance in this standoff.
