WASHINGTON, DC (TDR) — President Donald Trump announced Tuesday an ambitious plan to deploy National Guard troops to cities across America, vowing to replicate his law enforcement crackdown in Washington DC on a nationwide scale.
"It's been an amazing thing," Trump said of the National Guard deployment. "And we'll do it in every city. We'll do it sort of one at a time. We'll do a couple at a time. However, we have a tremendous force because, as you know, our recruitment numbers."
The president did not identify specific cities for upcoming deployments. Previously, he has mentioned Baltimore, Seattle and New Orleans as potential enforcement targets. Additionally, Pentagon officials have been planning deployments to Chicago, Memphis and Portland for weeks.
Current Military Operations
More than 2,200 National Guard members are currently deployed in Washington DC, where Trump federalized the city's police force in August citing a crime emergency. Furthermore, troops patrol federal property, beautify parks and support local law enforcement operations.

The DC deployment includes guardsmen from multiple states. Republican governors from Ohio, Tennessee, Louisiana, Mississippi, South Carolina and West Virginia have contributed approximately 1,000 troops to support the capital operation.
Meanwhile, Trump has authorized military deployments to Memphis and Portland. In Memphis, federal agents and National Guard members are expected to arrive this week as part of what the administration calls a response to "tremendous levels of violent crime."
"We may wait, we may or may not — we may just go in and do it, which is probably what we should do," Trump told reporters Monday about waiting for governors to request assistance.
Legal Questions and Pushback
The expansion raises significant constitutional concerns about using military forces for domestic law enforcement. Trump has invoked Section 12406 of U.S. Code, which allows presidents to deploy the guard to repel invasion, suppress rebellion or execute laws.
However, legal experts question whether this authority extends to addressing street crime, which typically falls under state and local jurisdiction. Elizabeth Goitein, senior director of the Liberty and National Security Program at the Brennan Center, noted the distinction between federal immigration law and violent crime.
"Violent street crime, which is really what he's talking about, is overwhelmingly a matter of state and local law, not federal law," Goitein explained.

California is challenging Trump's June deployment in court. The president federalized California's National Guard against Governor Gavin Newsom's wishes to quell immigration protests in Los Angeles. That legal battle could have major implications for future deployments.
Crime Statistics Disputed
Trump has repeatedly described American cities as plagued by unprecedented violence. Nevertheless, FBI data shows violent crime nationally fell in 2024, including in many cities Trump has targeted.
Washington DC's violent crime dropped to a 30-year low after spiking in 2023. Carjackings decreased about 50 percent in 2024 and continue declining this year. Similarly, Philadelphia has seen homicides, shootings and armed robberies drop 16, 19 and 20 percent respectively in 2025.
Despite these statistics, Trump maintains cities need military intervention. Interestingly, at least 10 cities in states whose Republican governors sent troops to DC had higher violent crime rates than the capital, according to CNN analysis of FBI data.
Memphis ranked first nationally for violent crime, while Nashville ranked 12th — both ahead of DC's 17th-place ranking. Despite this, Tennessee Governor Bill Lee sent 160 National Guard members to Washington rather than Memphis.
Democratic Opposition Mounts
Democratic leaders in targeted cities are preparing legal challenges and expressing grave concerns about federal overreach. Chicago Mayor Brandon Johnson called potential deployments "uncoordinated, uncalled for, and unsound."
Illinois Governor JB Pritzker confirmed the Department of Homeland Security requested about 100 military personnel for Chicago to protect ICE facilities. State officials are preparing to challenge any deployment in court while maintaining communication with National Guard leadership.
Philadelphia District Attorney Larry Krasner warned Trump against attempting similar actions in his city: "He better not try it in Philly."
Boston Mayor Michelle Wu accused the administration of seeking to "divide, isolate, and intimidate our cities, and make Americans fearful of one another."
Political Calculations
Critics note Trump exclusively targets Democrat-run cities in blue states despite higher crime rates in some Republican areas. Retiring North Carolina Senator Thom Tillis told CBS News that GOP governors were "100 percent" deploying troops to please Trump rather than address genuine public safety needs.
"DC has a crime problem … do we honestly think DC has the worst crime problem in the United States?" Tillis questioned.
The deployments come as Trump has withheld more than $800 million in violence prevention grants to force states into cooperating with federal immigration enforcement. Consequently, mayors from targeted cities argue the administration prioritizes political theater over genuine public safety solutions.
