The adoption ban specifically impacts residents of at least 15 countries where gender transitioning is legal, including nations across Europe as well as Australia, Argentina, and Canada. This move extends Russia's restrictive stance on adoption; since 2012, Americans have been barred from adopting Russian children.

Moreover, just last year Russia took steps to outlaw gender-transition medical procedures entirely. Not only does this ban prevent individuals from changing their gender legally or medically on official documents but it also prohibits transgender people from adopting or fostering children. Furthermore, marriages can be annulled if one partner undergoes gender transition.

Adding to its stringent anti-LGBTQIA+ measures, in March this year, the Russian Supreme Court labeled the LGBTQIA+ movement as extremist. Following this designation, Russia added "LGBT Movement" to its list of terrorist and extremist organizations. Shortly after these laws were put into effect, authorities made two arrests under the new guidelines.
