“If this order includes the Older Americans Act, millions of seniors may suddenly lose access to meals, creating panic and widespread uncertainty,” a spokesperson for Meals on Wheels said.

Although Medicaid systems are gradually coming back online, many healthcare organizations remain wary of future delays. HHS has indicated that additional reviews of program payments are underway to ensure compliance with federal regulations, which could result in further processing delays.

The HHS website currently states that “due to Executive Orders regarding potentially unallowable grant payments, PMS is taking additional measures to process payments, which may lead to delays or rejections.”

Joann Alker of Georgetown University’s Center for Children and Families called the situation a “major crisis,” emphasizing the critical role federal Medicaid funding plays in state budgets. “Any pause in Medicaid payments could have disastrous effects, as states depend on federal funds to meet their financial obligations to healthcare providers and beneficiaries,” she said.
