In his ruling, McConnell stated, “These pauses in funding violate the plain text of the TRO.” He directed the federal government to end funding pauses immediately until a decision is made on whether to issue a more permanent preliminary injunction.
The plaintiffs, a coalition of 23 Democratic state attorneys general, filed the motion last Friday, urging McConnell to enforce his earlier TRO.
