A government firefighter has pleaded guilty to defrauding taxpayers through a workers’ compensation scam, as announced by U.S. Attorney John Giordano. Richard Hyland, 61, of Westbury, New York, admitted to his role in the scheme before U.S. District Judge Karen M. Williams in Camden, New Jersey.
Fraudulent Certifications Uncovered
Hyland, formerly employed as a firefighter at the Lyons VA Medical Center in New Jersey, began receiving workers’ compensation benefits after a back injury in 2014. However, court documents revealed that from 2017 to 2024, Hyland falsely certified to the Department of Labor that he was not employed or volunteering elsewhere.

In reality, Hyland worked as a tow truck operator, a long-haul trucker, and even volunteered at his local fire department. Over these years, he illegally collected $479,341.26 in benefits, draining funds meant for injured workers who truly needed them.
The Consequences of Fraud
Hyland now faces a maximum penalty of five years in prison and a $250,000 fine for his crimes. Sentencing is scheduled for July 11, 2025. Taxpayers are once again reminded of the importance of ensuring accountability within government programs.
Investigative Efforts Lead to Justice
Special agents from the Department of Labor’s Office of the Inspector General and the Department of Veterans Affairs Office of the Inspector General were instrumental in unearthing the fraud. Their efforts highlight the dedication to protecting public resources from abuse.
The case is being prosecuted by Assistant U.S. Attorney Joseph McFarlane of the Special Prosecutions Division in Camden.
