President Donald Trump has issued a stark warning after the U.S. Court of International Trade (CIT) unanimously blocked his administration’s use of emergency powers to impose sweeping tariffs. The three-judge panel, appointed by Trump, Barack Obama, and Ronald Reagan, ruled the former president had exceeded his legal authority, declaring he does not possess “unbounded authority” to enact the tariffs.

“If the Courts somehow rule against us on Tariffs, which is not expected, that would allow other Countries to hold our Nation hostage,” Trump wrote on Truth Social, referring to punitive import taxes blocked by the court. He added that such a ruling would lead to the “economic ruination” of the United States.

The CIT’s Wednesday ruling blocks the use of the International Emergency Economic Powers Act (IEEPA) to justify a 10% baseline tariff and subsequent “reciprocal tariffs.” Legal observers note that this decision limits the executive branch's scope to bypass congressional oversight on trade policy.

In response, the Trump administration's legal team has until 5 p.m. Monday to file a counterargument. A subsequent ruling by the Federal Circuit Court of Appeals has granted a temporary reprieve, delaying the CIT’s decision to allow further proceedings. The appeals court has required plaintiffs to file their response by Thursday, with the Trump team’s final brief due by June 9.

The reciprocal tariff system, introduced by the White House in April 2019, was deployed as a negotiation tool with foreign governments, particularly in U.S.-China trade relations. The system added taxes on imports from nations that imposed higher tariffs on American goods, a move criticized by trading partners as protectionist.

Critics of Trump’s tariffs argue they harm global trade while raising costs for American consumers.
