- U.S. Customs and Border Protection has reported an 830% increase in seizures of Chinese-made signal jammers since 2021, highlighting their growing use by criminal groups to disrupt law enforcement and emergency communications. The Department of Homeland Security emphasizes the urgent need to address this threat, as these devices pose risks to public safety and critical infrastructure nationwide
HOUSTON, TX – Signal jammers, which can block various radio frequencies, are often used to interfere with police communications and emergency services. DHS highlighted that these devices are being deployed by South American Theft Groups (SATG), an organized criminal network that has gained traction in the U.S. since the start of the Biden administration.
“Signal jammers have been used by illegal aliens across the country to jam communications during police operations, bank robberies, burglaries, and other dangerous crimes,” the DHS spokesperson noted. Organized theft rings, including SATG, have reportedly targeted areas in Florida, Illinois, Ohio, Pennsylvania, Texas, Vermont, and Virginia. Law enforcement agencies have linked these activities to rising home invasions, vehicle thefts, and violent crimes.
Florida sheriffs last year identified SATG members targeting Asian American communities in six counties. The NFL even issued a security alert in December after SATG-linked burglaries targeted professional football players’ homes across the Midwest.

The rise in signal jammer seizures occurs against the backdrop of record-high illegal immigration under the Biden administration. Nearly 500,000 Colombian nationals and 700,000 Haitians have illegally entered the U.S., according to CBP data. Many Chilean nationals involved in SATG have also entered the country illegally or exploited visa programs.
In February 2025, Texas law enforcement recovered a signal jammer during the arrest of a Chilean national in Houston. DHS, working with local authorities, also dismantled an SATG ring operating in Houston and Laredo, uncovering stolen merchandise tied to crimes in Minnesota.
“Under the vigilance of CBP, national security begins at America’s ports. As Chinese manufacturers attempt to smuggle signal jammers, we will continue to seize these tools of terrorism,” the DHS spokesperson added. “President Trump and Secretary Kristi Noem will always protect America’s critical infrastructure and law enforcement.”
Federal law prohibits private signal jammer use
Federal law forbids the private import, sale, or operation of signal jammers that interfere with law enforcement communications, GPS, or radar. Despite these restrictions, Chinese manufacturers continue to find ways to smuggle the devices into the U.S. The Biden administration has faced criticism for its handling of border security and its response to Chinese espionage. A U.S. House report recently documented hundreds of Chinese espionage incidents over the past three years, coinciding with a record number of illegal Chinese national entries—over 176,000 nationwide.

DHS has stressed the importance of heightened vigilance and advanced inspection methods to intercept signal jammers at U.S. ports of entry. CBP’s efforts to confiscate these devices align with broader national security measures aimed at preventing criminal exploitation of advanced technologies.
