WASHINGTON, D.C. (TDR) — Tom Homan, serving as President Donald Trump’s border czar, defended the president’s unprecedented seizure of control over the Metropolitan Police Department, insisting there are “no limits” to Trump’s authority when it comes to public safety.
Trump’s Move to Federalize D.C. Policing
On Monday, President Trump invoked Section 740 of the D.C. Home Rule Act, placing the District’s police under federal command and deploying 800 National Guard troops. Citing rising danger in the capital, Trump vowed to restore order, even as FBI data shows violent crime in D.C. fell to a 30-year low in 2024. He hinted similar measures could follow in other major Democratic-led cities.
Homan: “No Limitation on His Authority”
Speaking outside the White House Wednesday, Homan described the capital as unsafe after dark.
“D.C. is a dangerous place,” Homan said. “I don’t go on the streets at night without a gun. You walk through the streets of D.C. — it’s not safe to walk at night here.”
Homan praised Trump’s vision of making the city a “showpiece for the whole world,” calling it “the right thing to do for the greatest nation on Earth.”

When pressed by a reporter about the 30-day limit in the Home Rule Act — which requires congressional approval for any extension — Homan was dismissive.
“President Trump doesn’t have a limitation on his authority to make this country safe again. There’s no limitation on that.”
Legal and Political Questions Ahead
The president’s action raises immediate legal and political challenges. Critics argue the Home Rule Act places clear boundaries on federal authority in the District, and any extension beyond 30 days would require congressional approval. The Justice Department has yet to signal whether it anticipates lawsuits over the move.
For Trump, the takeover fits into a broader “law-and-order” strategy he has championed since returning to the White House, positioning himself as a defender of safety in urban centers he says have been mismanaged by Democratic leadership.
