WASHINGTON, DC (TDR)Rep. Anna Paulina Luna, a Republican representing Florida’s 13th Congressional District, drew criticism this week after expressing support for a controversial Ukraine-Russia peace proposal, according to statements shared on social media.

Luna stated that a strong deal is on the table for Ukrainians and the war must end, noting Russia has signaled readiness to come to the table. She added that the United States is leading the charge on peace negotiations and building the framework for a real deal.

Plan details and congressional response

The 28-point framework would require Ukraine to surrender the Donbas region, including areas currently under Ukrainian control, limit its military to 600,000 personnel, and agree not to pursue NATO membership. The plan emerged following meetings between U.S. envoy Steve Witkoff and Russian presidential adviser Kirill Dmitriev.

Senate Foreign Relations Committee members, including Democrat Jeanne Shaheen and Republican Thom Tillis, expressed significant concerns over details of the reported peace plan. The bipartisan Congressional Ukraine Caucus stated the framework appears to favor the interests of Russian President Vladimir Putin over the sovereignty and security of Ukraine.

Rep. Don Bacon compared the proposal to the 1938 Munich agreement, which is widely criticized for emboldening Nazi Germany through territorial concessions.

Critic characterizes statements as propaganda

Ron Filipkowski, editor-in-chief of MeidasTouch Network and former federal prosecutor, criticized Luna’s statements. He characterized her social media posts as echoing Russian propaganda and described her representation as disappointing to Pinellas County residents.

Former Marine sergeant Harrison Lansing responded to Luna’s initial statement, calling the proposal a Russia-written surrender document rather than a deal.

Ukrainian and European response

Ukrainian President Volodymyr Zelenskyy stated that Ukraine must ensure crimes against people and humanity are not rewarded or forgiven in any way. The Council of the European Union reviewed the plan and indicated it needs additional work.

According to reports, two senators stated that Secretary of State Marco Rubio characterized the document as a Russian wish list rather than a U.S. administration position. A State Department spokesperson disputed this account, saying the plan was authored by the United States with input from both Russian and Ukrainian officials.

Representative’s background on Ukraine policy

Luna represents a Republican-leaning district covering most of Pinellas County. She previously co-sponsored the Ukraine Fatigue Resolution, voted against cluster munitions for Ukraine in 2023, and opposed a $60 billion military aid package for Ukraine in 2024.

In October 2025, Luna met with Dmitriev, stating she wished to foster relationships and conversations of peace and trade between the two countries.
