The portal at oag.ca.gov/reportmisconduct asks users to provide contact information and describe the nature of incidents they witnessed. Submissions will be treated confidentially and help Bonta’s team evaluate whether legal action is warranted against federal authorities.

“We’re not going to stand by while anyone — including federal agents — abuses their authority in California,” Newsom said in a statement. “This new portal gives Californians an easy and safe way to speak up, share what they see, and help us hold people accountable.”

State officials emphasized the portal does not replace 911 for reporting crimes in progress and will not result in immediate law enforcement response. Those seeking legal assistance are urged to contact the California State Bar or local legal offices.

State Officials Cite Federal Overreach

Bonta accused the Trump administration of engaging in tactics that have left communities fearful. He pointed to unmarked military-style vehicles and detentions he characterized as resembling kidnappings as evidence that federal agents may be exceeding their authority.

“The Trump Administration is engaging in a campaign of terror and fear that has left some California communities scared to go about their daily lives,” Bonta said during a press conference.

The attorney general stressed that while federal agents have authority to enforce federal law, they must do so in compliance with the Constitution. He urged residents not to interfere with officers but to document and report any suspected violations through the new system.

The Trump administration rejected California’s framing of the initiative. White House spokesperson Abigail Jackson denounced the portal, arguing state leaders should focus on protecting communities from criminal activity rather than criticizing law enforcement.

Jackson said Immigration and Customs Enforcement officers “are facing a 1000% increase in assaults against them because of dangerous, untrue smears from elected Democrats.” She maintained that ICE personnel “act heroically to enforce the law and protect American communities with the utmost professionalism.”

Ongoing Legal Battles Between State and Federal Government

The portal represents the latest escalation in prolonged clashes between California and the Trump administration over immigration enforcement. Bonta’s office has filed dozens of lawsuits challenging federal actions, including the deployment of National Guard troops and attempts to tie federal funding to immigration compliance.

In June, Trump deployed the National Guard to Los Angeles after protests erupted against ICE raids, a move Newsom and Mayor Karen Bass (D) condemned as unnecessary escalation.
