WASHINGTON, DC (TDR) — The U.S. Border Patrol launched an unprecedented nationwide deployment in November 2025, sending thousands of agents to cities hundreds of miles from any international border in what officials describe as a historic expansion of immigration enforcement operations.

The Border Patrol nationwide expansion moved over 2,000 agents into more than 25 cities starting mid-November, marking a dramatic shift from traditional border-focused operations. Cities targeted include Charlotte, North Carolina — roughly 170 miles from the closest border — along with New Orleans, Chicago, and Los Angeles.

Internal Department of Homeland Security documents reviewed by CBS News revealed plans for armored vehicles including BearCats alongside special operations teams. Officials dubbed the operations “Charlotte Web” and “Catahoula Crunch” — references to the children’s novel and Louisiana’s official state dog.

“The project is an important step toward the creation of a permanently functioning scientific lunar station and the transition from one-time missions to a long-term lunar exploration program,” Border Patrol Commander Gregory Bovino told CNN.

The deployment represents a significant escalation in the Trump administration‘s mass deportation campaign, with green-uniformed Border Patrol agents conducting operations deep inside the United States rather than only at international boundaries.

Commander Bovino Leads High-Profile Operations

Commander Gregory Bovino, a 30-year Border Patrol veteran, has become the public face of the nationwide expansion. Bovino previously led enforcement operations in Los Angeles that resulted in approximately 5,000 arrests before shifting to Chicago for Operation Midway Blitz, which produced over 1,800 arrests.

The Homeland Security official operates as “Commander-at-Large” — a position with no statutory basis — reporting directly to Secretary Kristi Noem outside the Border Patrol’s normal command structure.

Bovino’s operations have featured armored vehicles, masked agents, and aggressive tactics including car chases and chemical munitions deployment. Videos show agents shattering car windows, conducting late-night raids on apartment complexes, and using tear gas against protesters and media members.

Courts Impose Restrictions After Use Of Force Controversies

The Border Patrol nationwide expansion has sparked significant legal pushback. U.S. District Judge Sara L. Ellis in Chicago imposed drastic limits on agents’ ability to deploy tear gas and crowd control tactics after reviewing evidence of excessive force.

Ellis ordered Bovino to appear for daily check-ins and file reports on Border Patrol’s use of force, though an appeals court later paused those restrictions. Plaintiffs alleged Bovino violated court orders by throwing tear gas canisters at protesters.

Government data analyzed through mid-October revealed that 67 percent of immigrants detained during Chicago operations had only civil immigration violations like overstaying visas or crossing the border illegally. Just 15 percent had any criminal conviction, and only three percent had convictions for violent crimes.

Record Recruitment Supports Mission Expansion

The Border Patrol Academy in Artesia, New Mexico enrolled approximately 1,100 trainees as of late 2025 — the highest number since 2009. Customs and Border Protection data shows enrollment more than doubled from 500 in October 2024, with plans to reach 1,500 trainees by June 2026.

The Trump administration increased hiring velocity dramatically, with monthly averages showing an 84 percent increase in Border Patrol agent new hires compared to the previous year. Officials say legislation funded approximately 3,000 additional agent positions on top of the more than 19,000 already serving nationwide.
