MINNEAPOLIS, MN (TDR) — A viral investigation by YouTuber Nick Shirley has reignited intense scrutiny of Minnesota’s childcare subsidy programs, with a 42-minute video posted December 26 alleging over $110 million in questionable payments to facilities that appeared empty during business hours.

Video Targets Minneapolis Facility With Compliance Issues

The investigation focused heavily on the Quality Learning Center in Minneapolis, a facility notable for having “Learning” misspelled on its exterior sign. According to documents presented in Shirley’s video, the center received approximately $1.9 million through Minnesota’s Child Care Assistance Program in fiscal year 2025 alone, with total disbursements reaching roughly $4 million.

When Shirley and an investigator approached the building on Nicollet Avenue during stated operating hours, a woman immediately shouted warnings about Immigration and Customs Enforcement before telling them they were not welcome. The facility appeared vacant despite being licensed to serve 99 children, according to state records.

KSTP reporting revealed the Quality Learning Center accumulated 95 violations from the Minnesota Department of Human Services between 2019 and 2023. These violations ranged from failure to keep hazardous items away from children to lacking records for 16 children. Despite being placed on conditional license status in June 2022, the facility continued receiving government payments and maintained an active license through December 2026.

Political Firestorm Erupts Over Oversight Failures

House Majority Whip Tom Emmer, a Minnesota Republican, demanded explanations from Governor Tim Walz following the video’s release. Writing on X, Emmer questioned how $4 million in taxpayer funds could flow to a facility “that can’t even spell learning correctly.”

“This is a prime example of the billions of dollars in fraud happening right now in Minnesota,” Shirley stated in the video while standing outside the facility.

The investigation quickly gained traction across social media platforms, with Elon Musk sharing the footage and calling to “prosecute” Walz. Shirley claimed his team uncovered over $110 million in questionable payments during a single day of investigation across multiple facilities.

The viral video emerges amid ongoing federal fraud prosecutions in Minnesota. U.S. Attorney Joseph Thompson announced in December that fraud in Minnesota-run Medicaid services likely exceeds $9 billion, describing the situation as “staggering, industrial-scale fraud” rather than isolated incidents.

Federal prosecutors have charged 78 defendants in the Feeding Our Future case alone, which allegedly involved over $250 million stolen from child nutrition programs. Additional schemes targeting housing assistance, autism therapy services, and other programs remain under investigation.

Congressional oversight has intensified following the revelations. House Oversight Committee Chairman James Comer launched an investigation into the fraud and alleged cover-up efforts, demanding documents from Walz and Minnesota Attorney General Keith Ellison by mid-December.

An X account claiming to represent 480 Minnesota DHS employees has accused Walz of retaliating against whistleblowers who reported fraud concerns. The Minnesota Department of Human Services told media outlets it cannot confirm whether current employees operate the account, which is not official agency communication.

State Response Emphasizes Prosecution Efforts

Walz has defended his administration’s handling of fraud investigations, telling NBC’s Meet the Press that he takes “responsibility for putting people in jail.” The governor announced creation of a statewide fraud prevention task force and emphasized that Minnesota maintains AAA bond ratings despite the scandals.

In public statements, Walz characterized some criticism as politically motivated attacks designed to demonize Minnesota’s Somali community, where several fraud cases have been concentrated.
