MINNEAPOLIS, MN (TDR) — An Immigration and Customs Enforcement agent fatally shot a Minneapolis woman Wednesday during a massive immigration enforcement operation, triggering sharply divergent accounts between federal officials claiming self-defense and local authorities condemning what they called a reckless killing.

Renee Nicole Good, 37, died from a gunshot wound to the head after an ICE officer opened fire on her Honda Pilot stopped across Portland Avenue between East 33rd and 34th Streets in south Minneapolis around 9:30 a.m. The shooting occurred just blocks from some of the city’s oldest immigrant markets and approximately one mile from where George Floyd was killed by police in 2020.

The incident unfolded on Day Two of what the Department of Homeland Security described as the largest immigration enforcement operation ever conducted, with 2,000 federal agents deployed to the Minneapolis-Saint Paul metro area.

Federal Defense: “Domestic Terrorism” and Self-Defense

Homeland Security Secretary Kristi Noem, speaking from Texas, characterized the incident as “an act of domestic terrorism” carried out against ICE officers.

“An ICE officer, fearing for ​his ‌life, the lives of his fellow law enforcement and ‌the safety of ‌the public, ⁠fired defensive shots,” DHS spokeswoman Tricia McLaughlin wrote on social media.

McLaughlin accused Good of weaponizing her vehicle in an attempt to run over law enforcement officers, claiming ICE agents “were conducting targeted operations when rioters began blocking ICE agents.”

“One of these violent rioters weaponized her vehicle, attempting to run over our law enforcement officers in an attempt to kill them,” the DHS statement declared.

President Donald Trump weighed in on social media, calling the videos “a horrible thing to watch” while characterizing Good as behaving in a “viciously” manner.

“The woman screaming was, obviously, a professional agitator, and the woman driving the car was very disorderly, obstructing and resisting, who then violently, willfully, and viciously ran over the ICE Officer, who seems to have shot her in self defense,” Trump posted on Truth Social.

Local Outrage: “That Is Bullshit”

Minneapolis Mayor Jacob Frey delivered a fiery response during an afternoon press conference, explicitly rejecting federal claims of self-defense after reviewing video evidence.

“They are already trying to spin this as an action of self-defense. Having seen the video myself, I wanna tell everybody directly, that is bullshit,” Frey stated. “This was an agent recklessly using power that resulted in somebody dying — getting killed.”

The mayor issued a profanity-laced directive to federal immigration agents.

“To ICE: get the fuck out of Minneapolis. We do not want you here. Your stated reason for being in this city is to create some kind of safety, and you are doing exactly the opposite,” Frey declared. “They’re ripping families apart. They’re sowing chaos on our streets and in this case quite literally killing people.”

Minnesota Governor Tim Walz announced he had issued orders to prepare the Minnesota National Guard while calling the shooting “preventable” and “unnecessary.”

“We have someone dead in their car for no reason whatsoever,” Walz said during a news conference, characterizing the incident as “the consequences of governance designed to generate fear, headlines and conflict.”

Walz posted a message on social media urging residents not to believe “this propaganda machine.”

“The state will ensure there is a full, fair, and expeditious investigation to ensure accountability and justice. We do not need any further help from the federal government. To Donald Trump and Kristi Noem: You’ve done enough,” the governor added.

Video Evidence Fuels Competing Narratives

Multiple videos taken by bystanders from different vantage points show the confrontation unfolding over approximately 15 seconds on the snowy, icy street.

The footage shows Good’s red Honda Pilot SUV stopped sideways across Portland Avenue when two masked ICE agents emerged from a gray pickup truck and approached the vehicle. One agent attempted to open the driver’s side door, ordering “Get out of the car. Get out of the f–king car.”

As one agent grabbed the door handle and reached into the vehicle, Good’s SUV briefly reversed before moving forward. A third ICE officer standing near the front of the vehicle drew his weapon and fired three shots at close range, jumping backward as the vehicle moved. The SUV then crashed into two parked cars and a light pole before coming to rest.

Minneapolis Police Chief Brian O’Hara said it remained unclear from video whether the vehicle made contact with the officer who fired.

“It’s obviously very concerning whenever there’s a shooting into a vehicle of someone who’s not armed,” O’Hara stated. “At times it is justified, but it is very concerning, and it’s something that most law enforcement agencies in the country train very intensely to try and minimize the risk.”

Victim Described as Community Caregiver

Good’s mother, Donna Ganger, identified her daughter to the Minnesota Star Tribune and described her as compassionate and caring.

“She was extremely compassionate. She’s taken care of people all her life. She was loving, forgiving and affectionate. She was an amazing human being,” Ganger told the newspaper.

O’Hara confirmed Good was not the target of any law enforcement investigation or activity. Congresswoman Ilhan Omar, who represents Minneapolis, described Good as a “legal observer” monitoring the ICE operation.

Eleven Minneapolis City Council members issued a joint statement identifying Good as a US citizen and city resident.

“Renee was a resident of our city who was out caring for her neighbors this morning and her life was taken today at the hands of the federal government. Anyone who kills someone in our city deserves to be arrested, investigated, and prosecuted to the fullest extent of the law,” the council members declared.

An eyewitness told Newsweek that Good’s wife appeared to be in the passenger seat and was seen crying and hugging Good after the shooting, with blood visible in the snow.

Investigations and Protests

The FBI and Minnesota Bureau of Criminal Apprehension launched joint investigations into the shooting. The BCA, which employs more than 750 agents, analysts and scientists, assists peace officers statewide in solving crimes.

According to the Department of Justice official manual, deadly force against someone in a vehicle should only be used in limited circumstances, such as when someone threatens another person with deadly force or when the vehicle itself poses an imminent risk with no reasonable alternative.

Large protests erupted at the shooting scene, with approximately 200 people marching from Portland Avenue toward Minneapolis City Hall. ICE agents deployed tear gas canisters to disperse the crowd.

The shooting marks at least the fifth person killed during immigration enforcement operations since 2024. The Trace news site documented at least 28 instances where federal agents opened fire or brandished guns during immigration enforcement operations since Trump began his second term January 20, 2025.
