PARIS/WASHINGTON (TDR) — French President Emmanuel Macron has formally rejected an invitation to join President Donald Trump’s “Board of Peace” for Gaza, citing concerns over Russian participation and lack of UN oversight, prompting Trump to embrace Russian President Vladimir Putin while declaring “nobody wants Macron” on the reconstruction council.

The split—revealed in dueling statements Sunday—exposes a growing rift within the Western alliance over who should oversee Gaza’s post-war reconstruction and highlights Trump’s willingness to partner with Moscow despite European objections.

“Peace cannot be built alongside those who wage war in Ukraine,” Macron said in a statement from the Élysée Palace. “I cannot sit at a table with a leader who bombs Ukrainian cities while claiming to build peace in Gaza.”

Macron’s Rejection

French officials told Élysée sources that Macron was willing to join the U.S.-led council until Trump confirmed Russian participation last week. The French president reportedly told aides that seating Putin would “legitimize aggression and undermine any reconstruction credibility.”

Trump Embraces Putin

Hours after Macron’s refusal, Trump confirmed that Putin has accepted an invitation to join the 12-member board, which also includes former UK PM Tony Blair, Saudi FM Faisal bin Farhan and Israeli minister Ron Dermer.

Speaking to reporters outside the White House, Trump mocked Macron’s refusal, claiming the French leader “couldn’t get elected in his own country” and suggesting the Gaza board would function better without European “grandstanding.”

“Nobody wants Macron. He’s not welcome. We don’t need his lectures,” Trump said. “Putin? That’s different. People respect Putin. He gets things done.”

European Backlash

European capitals reacted with alarm. German Chancellor Olaf Scholz said Macron’s exclusion “undermines EU unity on Gaza reconstruction,” while Dutch PM Mark Rutte called the board composition “a geopolitical minefield.”

The European Commission warned that any reconstruction fund including Russia could violate EU sanctions and endanger joint financing.

“We cannot fund peace alongside those who wage war in Ukraine,” said Trade Commissioner Maroš Šefčovič.

Putin’s Acceptance

The Kremlin confirmed Putin’s acceptance, saying the Russian leader “sees value in multilateral reconstruction efforts” and will attend the board’s inaugural meeting in Davos this week.

Kremlin spokesperson Dmitry Peskov told reporters:

“President Putin believes peaceful reconstruction of Gaza serves Russian interests and global stability.”

Split Reactions in Gaza

Hamas senior official Sami Abu Zuhri said any board including Putin “must recognise Palestinian sovereignty over Gaza gas fields,” while Israeli minister Ron Dermer welcomed Russian involvement, arguing it “balances Iranian influence.”

“Russian leverage can help ensure Gaza doesn’t become another Tehran proxy,” Dermer said.

Sanctions Dilemma

The board’s $20 billion reconstruction escrow—managed by a U.S. bank—could violate EU and UK sanctions if Russian entities contribute or receive contracts. Legal experts warn that seating Putin while sanctions remain could trigger secondary penalties on European firms.

“You can’t seat a sanctioned leader in a reconstruction fund and expect business as usual,” said Professor Victoria Nourse of Georgetown Law.

Davos Showdown

Both leaders will attend the World Economic Forum this week, setting the stage for a potential public clash. Trump is scheduled to address the forum Wednesday, while Macron will hold a separate press conference on European sovereignty.

Diplomats say a face-to-face encounter is “inevitable,” with one European official telling TDR:
