Horowitz released his report on Thursday, addressing lingering questions about the Capitol breach and federal law enforcement's knowledge before the event. He stated, "Our investigation revealed no evidence or testimony suggesting that the FBI had undercover employees mingling within the protest crowds or inside the Capitol on January 6."

Confidential Sources in D.C.

Three of these confidential sources traveled to Washington, D.C., under instructions to report on potential domestic terrorism activities related to the event.

Horowitz explained, "None of these three were authorized or instructed to engage in illegal activities, enter restricted areas, or encourage others to do so on January 6." In addition to these three individuals, 23 other confidential sources attended the event in D.C. without receiving any authorization or directives from the FBI to break laws or incite illegal actions.

The Role of Confidential Human Sources

Confidential human sources—individuals involved with criminal groups who inform law enforcement agencies—play a critical role in federal criminal investigations.

Debunking Conspiracy Theories

The report refutes conspiracy theories spread by supporters of President-elect Donald Trump and media figures like former Fox News host Tucker Carlson, who claimed undercover FBI involvement in inciting the riot. These theories also targeted Ray Epps, a participant who faced legal consequences for his actions during the riot and later sued Fox News for defamation. Epps’s lawsuit was dismissed last month.

Inspector General Horowitz’s thorough investigation provides an authoritative account of federal law enforcement's actions before and during January 6. By debunking claims of undercover FBI agitation among protestors, the report clarifies public understanding of these events and identifies those truly responsible.
