Republicans wrote the review statute in 2015. Some now predict their own president will write around it.

NEED TO KNOW

Senators of both parties want a vote on Trump’s Iran deal

A 2015 GOP-written law gives Congress a review window — but not a required vote

Some Republicans predict the White House will structure the deal to dodge it

WASHINGTON, DC (TDR) — Senators want to vote on President Trump’s Iran agreement. Whether they get to may depend on a review law Republicans wrote to constrain Barack Obama, and on whether Trump’s team writes around it.

The big picture: With the deal’s text still unreleased, the fight on Capitol Hill has shifted from what it says to who gets to approve it.

Sen. James Lankford (R-Okla.) said a deal needs a vote to last: “We’ve got to have a vote to solidify it long term,” echoing his call for Congress to ratify it.

Sen. Thom Tillis (R-N.C.) put it bluntly: “If it’s a secret deal, then how can I take it seriously?”

Sen. John Cornyn (R-Texas) predicted the opposite outcome, expecting the administration to route around the requirement.

Why it matters: The dispute is a direct legacy of the last Iran deal and the law it produced.

The Iran Nuclear Agreement Review Act, or INARA, passed in 2015 with bipartisan support to give Congress a formal look at Obama’s deal.

It requires the president to submit the text and pauses sanctions relief for a 60-day review, but it does not require an approval vote.

Congress can only block a deal through a disapproval resolution — which Trump could veto, forcing a two-thirds override that opponents of Obama’s deal never reached.

Driving the news: Whether INARA even applies is unsettled because the text is secret. The law is triggered by provisions touching Iran’s nuclear program, and Vice President JD Vance has called the MOU a page-and-a-half framework leaving specifics to later talks. The administration says the text comes by Friday.

What they’re saying:

John Cornyn, US senator — “They’ll try to write it around the treaty requirements, so I don’t expect we’ll vote on it.”

Mike Rounds, US senator — said the deal should go to Congress “if they want it to be something other than a political agreement, like the JCPOA was.”

Lindsey Graham, US senator — “The MOU being described by us sounds really very good; the MOU being described by Iran sounds awful.”

Yes, but: Republicans are not united that a vote is even owed. Sen. Eric Schmitt noted there is no requirement for one, and Trump allies argue an executive agreement lets the president act without a Congress that bogged down Obama. The counter, from members like Lankford and Rounds, is that a deal resting on one president’s signature dies with his term — the exact fragility that let Trump exit the JCPOA in 2018.

Between the lines: The party that built INARA to box in a Democratic president now faces its own tool pointed at a Republican one. That scrambles both sides. Republicans who once demanded oversight must decide whether they still want it when their party holds the pen, and Democrats who fought to preserve the JCPOA may have to invoke a GOP-authored law to force scrutiny of a deal that could resemble the one they wanted. No one in either caucus gains cleanly from insisting on the vote.

What’s next:

The administration says the text arrives by Friday, the trigger for any INARA clock.

Watch whether INARA even applies, and whether leadership schedules a briefing or lets the window lapse.

The “executive agreement versus treaty” choice will signal whether the deal is built to last or to move fast.

Should a deal that binds the country outlive the president who signs it — and is your answer the same no matter which party holds the pen?

A maximalist threat rests on detecting a breach no one is currently positioned to catch.

NEED TO KNOW

Trump vowed “all hell will rain down” if Iran pursues a nuclear weapon

He says the deal bans Iran from developing, buying, or acquiring one

UN inspectors stopped verifying inside Iran in February

EVIAN-LES-BAINS, France (TDR) — President Trump warned Tuesday that “all hell will rain down” on Iran if it acquires a nuclear weapon, framing the threat as the deal’s enforcement mechanism. The harder question is who would see the violation coming.

The big picture: Speaking at the G7 summit beside Qatar’s emir, Trump said the agreement bars Iran from building a bomb in every form. He recounted personally tightening the language during talks.

Trump said he insisted the text cover purchase, not just development — “you’re not gonna develop, but you’re not gonna buy either.”

He called the ban airtight: Iran will “not develop, purchase, buy, or any other thing.”

The consequences for cheating, he said, would be “the ultimate consequences.”

Why it matters: A tripwire only deters if someone can trip it. The body that would verify Iranian compliance is not currently operating inside the country.

The IAEA stopped verification activities in Iran after February and has since demanded access it does not have.

Its board this month pressed Tehran to disclose its near-weapons-grade stockpile and admit inspectors.

Iran held 440.9 kg of 60%-enriched uranium before the 2025 strikes, a short technical step from weapons-grade.

The IAEA board had already found Iran in non-compliance with its safeguards obligations in 2025.

Driving the news: The threat lands as the MOU’s text remains unreleased and a formal signing is set for Friday. Trump repeated that the nuclear ban is “the only thing that really matters” to him, casting the rest of the framework as secondary.

What they’re saying:

Donald Trump, president — “They’re not going to acquire a nuclear weapon. If they do, all hell will rain down on them.”

Retired Gen. Jack Keane, Fox analyst — warned the deal lets Iran downblend rather than remove material and keep its centrifuges, leaving “weapons-grade” capacity intact.

Yes, but: Trump’s allies argue the threat is the verification. The military pressure that produced the deal, this view holds, is what keeps Iran honest, and Vance has said inspectors will return under the MOU. Keane’s objection cuts the other way: if Iran keeps cascades and merely dilutes its stockpile, the physical capacity to sprint toward a weapon never leaves the country, inspectors or not.

Between the lines: The threat and the gap point in opposite directions. Maximalist deterrence assumes you will know the moment Iran crosses the line, but the agency built to know that has been locked out since the war began. Naming a red line is easy when the text is secret and the monitoring is suspended, because no one can yet measure the distance to it. The deterrent and the blind spot are being sold in the same breath.

What’s next:

Watch whether the Friday signing restores any inspector access, the test of whether the threat is enforceable.

The “develop versus buy” wording becomes checkable only when the MOU text is published.

Hawks like Keane will keep pressing on centrifuges and stockpile disposal, the metrics Trump’s summary skips.

When the penalty for cheating is “the ultimate consequences,” who has to be watching for the threat to mean anything?

The president vows a "word by word" reading of a text he won't release until he stages it himself.

NEED TO KNOW

Trump says the Iran deal is “complete,” but the MOU text remains unreleased

He plans to read it aloud “word by word” at a presser he controls

Even G7 leaders who praised the deal say they haven’t seen the text

EVIAN-LES-BAINS, France (TDR) — President Trump called the agreement that ended the Iran war “a good document” on Tuesday, then told reporters the public would have to wait for him to narrate it. The text stays sealed until he stages the reveal.

The big picture: Pressed at the G7 summit on why the fine print is still secret, Trump said he would release it but wanted “a formal setting first.” He then promised a press conference where he would read the memorandum “word by word so that the press covers it accurately.” The dealmaker is casting himself as the document’s sole narrator.

Why it matters: A signed agreement the public learns through a presidential performance is a different thing than a released text.

The MOU was virtually signed Sunday, yet its terms remain unpublished days later.

Trump says it guarantees Iran “will never have a nuclear weapon” and opens the Strait of Hormuz toll-free beyond 60 days — claims no one can yet check against the text.

A “word by word” reading lets the author frame each line before anyone reads it cold.

Driving the news: The document is about a page and a half, a broad framework leaving details to later talks, Vice President JD Vance said. A formal signing is set for Friday in Switzerland, with release expected afterward. Trump suggested he may skip the ceremony.

What they’re saying:

Donald Trump, president — “I’ll probably have a press conference and read it to you word by word.”

Mark Levin, Fox host — “Why can’t we, the people, see the damn MOU?”

Ben Shapiro, commentator — called a planned Friday photo-op with Iran’s parliament leader a “horrible idea.”

Yes, but: Trump’s allies note he has reason to control the rollout. Iran and the US have offered contradictory accounts of the terms, and a precise reading could pin down what each side actually agreed to. The risk is that the reader doing the pinning is the same man selling the deal as “99.9%” of what he wanted.

Between the lines: The loudest demand to see the text is coming from the right, not the left. That scrambles the usual script: a secret foreign-policy document normally draws fire from the opposition, but here Trump’s own base wants the MOU published while he gates it behind a staged reading. Even the G7 leaders who congratulated him say they have not read it. When the only authorized account of an agreement is a performance by the person who signed it, verification becomes an act of trust.

What’s next:

Watch whether the Friday signing produces an actual published text or only the promised reading.

Congressional hawks and Democrats both have cause to demand the document before the Strait fully reopens.

The gap between Trump’s summary and the page-and-a-half text is the first thing reporters can check once it surfaces.

If the only person allowed to read you the deal is the one who signed it, what counts as seeing it for yourself?

Trump allies blasted Josh Hokit's Michelle Obama jab. They couldn't agree on whether it was racist.

NEED TO KNOW

A UFC fighter called Michelle Obama “a man” at an official White House event

Conservatives led the condemnation but split on whether the insult was racist

Some on the right didn’t condemn it at all, exposing a coalition divided

WASHINGTON, DC (TDR) — A UFC heavyweight’s post-fight insult of former First Lady Michelle Obama drew a wave of condemnation, much of it from Trump allies. What they could not agree on was what to call it.

The big picture: Josh Hokit closed his White House cage win over Derrick Lewis by telling a Joe Rogan microphone, “Michelle Obama is a man. Am I right, America?” The line, delivered on federal property during UFC Freedom 250, generated bipartisan blowback, but the conservative responses landed at different places on the same question.

Why it matters: The reactions form a gradient, not a chorus.

Republican CNN contributor Shermichael Singleton called it racist and traced the lineage, citing how Serena Williams was branded “too masculine” at her peak. The Obamas have long been frequent targets of such insults.

Barstool’s Dave Portnoy called Hokit one of the “idiots” who give UFC a bad name and demanded Trump denounce it, landing the word “racist” but framing it as bad optics.

UFC CEO Dana White condemned it as “nasty and false” while defending free speech. He never used the word racist at all.

Driving the news: The insult revives a conspiracy theory about Obama promoted on the right for years. White told Time he opposed the remark but has not sanctioned a fighter for outrage-sparking comments. The White House did not respond to a request for comment, and communications director Steven Cheung dodged when asked, praising Hokit’s octagon work instead.

What they’re saying:

Shermichael Singleton, CNN contributor — “There is a historical context here that I think a lot of people just may not be familiar with.”

Dana White, UFC CEO — “I hate that kind of nonsense,” adding he was against “saying nasty and false things about people’s families.”

Sen. Raphael Warnock (D-Ga.) — called the insult “bigotry” and “evil come alive.”

Fox’s Greg Gutfeld defended Hokit: “We enjoy it when you’re upset.”

Yes, but: Singleton’s own account undercuts the idea the right closed ranks. He said conservatives he follows were posting that they “don’t understand how this is steeped in racism”. Gutfeld treated the offense as the point. The loudest condemnations and the loudest defenses both came from inside Trump’s coalition.

Between the lines: The condemnations agreed the remark was bad and disagreed on why — and that disagreement is the story. Calling it “nasty” keeps it personal and survivable. Calling it racist attaches it to a pattern, including a video Trump posted in February depicting the Obamas as apes. The gap between those two words is the gap between an isolated insult and an indictment of the event that platformed it.

What’s next:

No fighter discipline is expected; White’s stated policy is not to police speech.

Democrats are pressing Paramount, which streamed the event, over airing the line.

Watch whether Trump, who praised the night as “incredible,” addresses the remark at all.

If your own side handed you the same insult, would you call it tasteless, or would you call it racist — and why does the answer change with the jersey?

The lead Oversight Democrat is pre-scripting subpoenas and family-finance hunts that mirror the Hunter Biden playbook he once condemned.

NEED TO KNOW

Garcia would subpoena AG Blanche on “day one” and open public Epstein hearings if Democrats flip the House.

The Trump family-finance probe mirrors the Hunter Biden inquiry Democrats branded a witch hunt.

A Democratic staffer warns the two-year window may yield only interim reports, not findings.

WASHINGTON (TDR) — The Democrat in line to run the House Oversight Committee would subpoena acting Attorney General Todd Blanche and open public Epstein hearings on “day one” if his party wins the House in November — then turn the panel on President Trump’s family businesses.

The big picture: Rep. Robert Garcia of California, the committee’s ranking member, laid out the agenda to NOTUS ahead of a midterm polls have not settled. None of it triggers without a flip.

Garcia: “We’ve had zero hearings on Epstein … there will definitely be public hearings”

Beyond Epstein, he named “Trump family corruption,” DHS pay-to-play, and HHS vaccine cuts

Why it matters: A Democratic majority would aim the government’s most aggressive investigative panel at a sitting president’s family, the same instrument both parties have used to bludgeon the other for a decade.

The targets include Jared Kushner’s investment fund and federal contracts tied to companies Trump’s children hold stakes in, building on a Democratic report alleging billions in family profits

A multibillion-dollar crypto deal between the Trump family and an Emirati state-backed fund is on the list

The fight would land in an election year, raising the stakes for both sides

Driving the news: Garcia is openly pre-scripting the standoff.

He would subpoena Blanche after Pam Bondi told the panel he ran “the entire release of the Epstein files”

DOJ released roughly 3.5 million pages but withheld more than 2 million, citing victim privacy and privilege

Democrats would also target banks and Epstein’s estate for financial records the Justice files don’t cover

What they’re saying: The two sides are not arguing about facts. They are arguing about motive.

Robert Garcia, ranking member, House Oversight — “If you’re a big corporation and you’re working with the administration on corruption, or funneling money to the Trump family, you better watch out for Oversight.”

James Comer, Oversight chair — “They’re the biggest hypocrites I’ve ever seen. They’re just one-trick ponies, they’re going to go after Trump.”

Yes, but: Garcia’s own caucus walked this exact road in reverse and called it an abuse. Democrats spent two years branding the GOP’s Hunter Biden probe a witch hunt that never proved its bribery theory, even as they now launch a new phase of their own.

The planned Trump-family dragnet uses the identical tool: a family-finance probe timed to an incumbent’s reelection

Garcia conceded the committee has launched “super partisan” efforts before

His “government reform” defense echoes the justification Comer offered for the Biden inquiry

Between the lines: The buried admission isn’t about hypocrisy. It’s about arithmetic. A Democratic staffer told NOTUS that bank records can take years to produce while the White House drags out compliance, and House majorities now flip on a two-year clock. An aggressive Trump-family probe could expire before it proves anything, leaving voters with interim reports instead of findings. That gap between the pledge and the calendar is what neither side addresses: the hearings may generate more footage than accountability.

What’s next:

Control of the Oversight gavel hinges on the November midterm result

Garcia says the subpoena battle “will begin on day one or week one” of a majority

Bank and estate record requests would run on a timeline of years, not the session’s two

If the same family-finance subpoena is accountability when your side issues it and a witch hunt when the other does, what test separates oversight from political theater?

A US-Iran memorandum may sign Sunday and reopen Hormuz, but the actors fighting in Lebanon never signed anything

NEED TO KNOW

Israel struck Beirut’s Dahiyeh on Sunday, hours before a US-Iran deal was reportedly set to be signed

Israel is not a party to the US-Iran talks, and Hezbollah rejected the Lebanon ceasefire outright

The memorandum reopens the Strait of Hormuz but does not resolve the Lebanon front it cannot reach

BEIRUT (TDR) — Israel struck Beirut’s southern suburbs on Sunday, hitting what its military called Hezbollah “infrastructure” in Dahiyeh hours before a US-Iran agreement was reportedly set to be signed — a strike exposing the gap no signature can close.

The big picture: The deal expected to sign Sunday is between Washington and Tehran. The war’s most volatile front is held by two actors who are not signing it.

Israel is not directly involved in the US-Iran negotiations, but has said it will keep striking Lebanon if Hezbollah fires into Israeli territory

Hezbollah, which was not party to the Lebanon ceasefire, will accept nothing short of full Israeli withdrawal

The memorandum reopens Hormuz and extends the broader ceasefire, but the parties shooting in Lebanon answer to neither table

Why it matters: A reopened Strait of Hormuz eases the energy shock that hit households worldwide. It does nothing for the civilians under evacuation orders in southern Lebanon, a parallel war running on the same day.

Israel issued fresh evacuation warnings for southern Lebanese towns Sunday, with counts ranging from a dozen villages to nearly 30

More than 3,500 people have been killed in Lebanon by Israeli strikes since March, per Health Ministry figures outlets have not independently verified

The signing delivers a visible economic win while displacement and casualties on this front continue

Driving the news: The strike followed an overnight exchange that neither the deal nor its mediators could prevent.

Hezbollah claimed a drone attack on Israeli forces near Houla early Sunday, part of continuous exchanges since the truce

Israeli Prime Minister Benjamin Netanyahu said the Beirut strike was “in response to Hezbollah’s firing into Israeli territory”

What they’re saying: The actors on the front and the architects of the deal are describing different wars.

Benjamin Netanyahu, Israeli Prime Minister — the Dahiyeh strike was carried out “in response to Hezbollah’s firing into Israeli territory”

Naim Qassem, Hezbollah Secretary-General — “We are concerned only with a comprehensive cessation of aggression, a cease-fire, and the withdrawal of Israel”

Yes, but: Lebanon is not derailing the US-Iran deal, and treating Sunday’s strike as proof the deal is fake overstates the link.

The memorandum’s core terms (Hormuz, the blockade, a 60-day talks window) do not legally depend on quiet in Lebanon

Israel has struck Beirut repeatedly during prior ceasefires without collapsing the wider diplomacy

A US-Iran framework could hold even as the Lebanon front stays hot, as it has for months

Between the lines: Lebanon is called a “stumbling block,” but that framing hides the structure: it is the one front where the deal’s signatories do not command the shooters. Iran wants Lebanon inside any settlement because Hezbollah is its reach, and that same reach can detonate the deal Tehran is trying to sign.

Iran has pushed for the talks to require an Israeli withdrawal from Lebanon, an outcome the memorandum does not deliver

Israel, outside the negotiation, retains a unilateral veto by force, free to strike on signing day and call it self-defense

The deal settles what markets can price and leaves untouched what the table cannot control

What’s next:

The electronic signing remained unconfirmed by Iran as of Sunday, with conservative factions in Tehran opposing it

Israel and Hezbollah continued trading fire with no party empowered to halt it

Any 60-day negotiating window opens with the Lebanon front still live and unsigned

If the deal reopens Hormuz but cannot quiet a front held by non-signatories, who is actually bound by a peace the shooters never agreed to?

The memorandum reopens Hormuz and extends the ceasefire — yet defers the enrichment fight that started the war

NEED TO KNOW

Trump says a U.S.-Iran memorandum signs electronically Sunday, reopening the Strait of Hormuz immediately after

The document extends the ceasefire and opens roughly 60 days of talks — it does not resolve Iran’s nuclear program

Both governments are hedging: Iran disputes the timing, a U.S. official is “not 100%,” and hardliners are protesting in Tehran

WASHINGTON (TDR) — President Trump said Saturday that a memorandum of understanding between the U.S. and Iran will be signed electronically Sunday, with the Strait of Hormuz opening “to all” immediately after. Tehran cast doubt on the date, and the document leaves the war’s central question unsettled.

The big picture: What signs Sunday is not a peace treaty. It is an agreement to keep negotiating, structured to resolve the symptom that hit consumers while deferring the cause that started the fighting.

The MOU extends the ceasefire, lifts the naval blockade, and reopens Hormuz, per CBS reporting on the terms

It then kicks off roughly 60 days of talks on the harder issues, with technical-level negotiations starting next week

Pakistan, the lead mediator, will host the video-conference signing and confirmed the ceremony is set for Sunday

Why it matters: Hormuz carries roughly a fifth of the world’s oil, and its closure drove the inflation that hit American households. Reopening it is the part of this deal that voters feel, and the part both leaders most want to claim.

Oil futures closed Friday near their lowest levels since the war began, on optimism the waterway will reopen

Trump ruled out any cash payment to Iran and said enriched uranium would be retrieved “at a later time,” not under this document

The signing delivers an immediate, visible win without forcing either side to concede on the nuclear file

Driving the news: Trump posted that the deal “is scheduled to get signed tomorrow,” while Iran’s foreign ministry pushed back on the timeline within hours.

Pakistani Prime Minister Shehbaz Sharif said finalization was “likely expected” within 24 hours and Islamabad was preparing for the signing

A Qatari delegation arrived in Tehran Sunday to lock down Iran’s signature

Trump warned he holds an “ultimate alternative” if the process collapses

What they’re saying: The two sides are not describing the same event on the same schedule.

Donald Trump, U.S. President — “The Deal is scheduled to get signed tomorrow, and immediately after it is signed, the Hormuz Strait is OPEN TO ALL.”

Esmail Baghaei, Iranian foreign ministry spokesman — “It will not be tomorrow,” though he said a signing in the coming days could not be ruled out

Yes, but: A signed ceasefire extension is real progress, and dismissing it as theater understates what reopening Hormuz does for global energy.

The naval blockade lifting is a verifiable change, and the 60-day window is a structure that has sometimes outlasted the skepticism aimed at it

Between the lines: The signing is the easy part because it decides nothing hard. Hormuz is a binary both sides can verify and sell at home; enrichment has no face-saving answer for either government, so it gets pushed past the signature.

Iran’s hardliners are already protesting in Tehran and Mashhad, branding negotiator Abbas Araghchi an “infiltrator” for conceding on the strait

A senior U.S. official said Friday the administration is “not 100%” the deal will be signed, a sign Washington is hedging its own announcement

Both leaders need the visible win and fear the invisible concession, so the document trades what everyone sees for silence on what started the war

What’s next:

The electronic signing is set for Sunday, Iran’s approval still not confirmed

Technical talks open next week if the signature holds

The 60-day clock starts the nuclear talks this document was built to avoid

If the signing reopens Hormuz but leaves enrichment for “later,” has the war ended — or just been paused on the only terms both sides could survive at home?

A retaliation finding halts the Texas case before its central fraud allegations ever face a courtroom

NEED TO KNOW

Federal judge bars Paxton’s ActBlue suit, citing First Amendment retaliation

Stearns built the finding largely on Paxton’s own campaign statements

The donor-vetting allegations at the case’s core were never decided

BOSTON, MA (TDR) — A federal judge Thursday barred Texas Attorney General Ken Paxton from pursuing his donor-fraud lawsuit against ActBlue, finding the case was likely retaliation for the platform’s fundraising on behalf of his Senate opponent.

The big picture: Judge Richard G. Stearns issued a preliminary injunction that freezes the Texas case while ActBlue’s constitutional challenge proceeds in Boston. The order resolves motive and venue. It leaves the case’s central claims untouched.

The injunction bars Paxton, his employees, and agents from continuing the Tarrant County case or refiling a state action on the same conduct.

Stearns found ActBlue likely to succeed on its claim that the suit infringed First Amendment protections.

The court did not decide whether ActBlue violated campaign finance law or processed prohibited foreign contributions. Those questions were not before it.

Why it matters: The most-litigated donor-vetting dispute in American politics just ended its first round without a ruling on the vetting.

Paxton’s April suit sought up to $10,000 per violation under the Deceptive Trade Practices Act, plus a ban on gift-card and prepaid-card donations.

The two-year Republican case that ActBlue’s safeguards enable fraudulent and foreign money now has no courtroom test on the record.

ActBlue raised more than $568 million in the first quarter of 2026, the dominant pipeline for Democratic small-dollar money.

Driving the news: Stearns called Paxton’s bad faith overwhelming, and he built the retaliation finding largely from the attorney general’s own words.

The 15-page order cites a Paxton fundraising email sent after filing, which called ActBlue “the Democrats’ shadowy digital fundraising network.”

ActBlue accused Paxton of dispatching investigators roughly 24 hours after James Talarico announced a $2 million fundraising surge.

Richard Stearns, U.S. District Judge — “The truth is plain and captured in Paxton’s own declarations.”

What they’re saying: Both sides claimed the high ground before the ink dried.

Ken Paxton, Texas Attorney General, in April — “It has blatantly ignored state law that prohibits deceptive practices.”

Lawrence Oliver, ActBlue Chief Legal Officer — “Ken Paxton has spent more than two years using the power of his office to investigate, harass, and sue ActBlue.”

Yes, but: An injunction on motive is not a verdict on vetting, and ActBlue does not leave this round vindicated on the substance.

Paxton’s complaint alleged investigators completed gift-card donations without identity verification, a claim no court has weighed.

Reporting on internal legal memos warned ActBlue’s CEO she may have misled Congress about the platform’s safeguards.

The order is preliminary. It is not a final ruling that Paxton violated the Constitution.

Between the lines: Neither party has an incentive to force the merits question into open court. ActBlue avoids discovery into its verification systems. Paxton converts the loss into a weaponized-courts fundraising hook. Both tribes keep their narrative precisely because no judge ruled on the vetting itself.

What’s next:

ActBlue’s federal case proceeds in Boston, where Stearns rejected Paxton’s bid to dismiss it.

Paxton can appeal the injunction to the First Circuit.

The Paxton-Talarico Senate race, the backdrop Stearns cited, runs through November.

When retaliation kills a case, what happens to the question it raised — and who gets to ask it next?

When a state government says no, the fair finds someone else to fly its flag

NEED TO KNOW

Six Democratic-led states decline Trump’s Great American State Fair, citing costs

Organizers say all 56 states and territories will be represented regardless

Illinois said no; a Peoria museum will fly the state’s flag anyway

WASHINGTON, DC (TDR) — Six states have told the Great American State Fair they aren’t coming, and the fair’s organizers have a ready answer: every state will be represented anyway, with or without its government’s consent.

The big picture: The fair is the centerpiece of Freedom 250’s semiquincentennial programming on the National Mall, opening June 25 for a 16-day run and already bruised by an exodus of booked musical acts.

Freedom 250 stepped in after the official America 250 commission opted against large-scale national events, reaching out to all governors on February 2

President Trump will open the fair himself with what he called “A Rally to end all Rallies!” after the original concert lineup collapsed in public

Why it matters: A national birthday has become a test of who speaks for a state: its elected government or whoever accepts the invitation.

Participating states must build and staff a 600-square-foot booth for weeks, at a cost reaching into the hundreds of thousands

When Illinois declined, organizers tapped the Peoria Riverfront Museum to represent the state instead

Driving the news: Every state that has said no is led by a Democrat, and none of them said it’s about Trump.

Connecticut, Oregon, Illinois, Washington, and North Carolina are among the six confirmed declines, with at least three states, including Pennsylvania, still undecided

Oregon Gov. Tina Kotek was the only one to also point to the event’s partisan character

What they’re saying: The states and the organizers can’t even agree on who is paying whom.

Maura Healey, Massachusetts governor — “This guy finds a way to try to get money into his own pocket any which way”

Cathryn Vaulman, communications director for Connecticut Gov. Ned Lamont — “The federal government has asked states to foot the bill to participate”

A Freedom 250 spokesperson, to NOTUS — “Freedom 250 is not charging states to participate”

Michele Walker, North Carolina cultural affairs official — “Our limited resources are focused on America 250 events across North Carolina”

Yes, but: The steamroll narrative has holes the declining states would rather not discuss.

No state cited politics in its official statement, and the cost claims are concrete: North Carolina is running its own July 4 festival in Raleigh with the money

Healey’s claim that Trump is charging states is directly disputed by organizers; states pay for their own booths, not a fee

Only Democratic-led states found the price too high, a pattern the cost explanation never addresses

Between the lines: The fair’s design makes refusal impossible, which makes participation meaningless as a signal.

“All 56 represented” is guaranteed by structure, not consent: decline, and the organizers simply redefine who counts as your state. The unanimous map was never in doubt.

Both sides get the story they want — the White House gets every flag on the Mall, and governors get a budget-based no that reads as principle to their base. Nobody has to own a political choice.

What’s next:

The fair opens June 25 on the National Mall, running through the July 4 anniversary

Pennsylvania and at least two other states remain on the fence; no Republican-led state has declined

Watch whether stand-in institutions in declining states face pressure at home for accepting

If a state government says no but a hometown museum says yes, who actually speaks for the state at the nation’s birthday — and would your answer flip if the parties were reversed?

LA County Abuse Settlement: DA Moves to Freeze $4.8B Over Fraud

A law built to deliver justice for survivors met a county that couldn't contest a single claim

NEED TO KNOW

DA asks court to freeze LA County’s $4.8 billion abuse settlements until 2027

His motion says investigators believe up to 81% of claims are potentially fraudulent

Hearing set for Monday; more than 16,000 total claims now pending against the county

LOS ANGELES, CA (TDR) — Los Angeles County’s district attorney has asked a court to freeze payouts from $4.8 billion in child sexual abuse settlements, telling a judge his investigators believe up to 81% of the more than 11,000 claims are potentially fraudulent.

The big picture: The settlements, the largest of their kind in US history, grew out of Assembly Bill 218, the California law that lifted the statute of limitations on childhood sexual abuse claims.

The county approved a $4 billion settlement in April 2025 covering abuse at juvenile halls and the MacLaren Children’s Center, with claims dating to 1959

An additional $828 million settlement followed in October for more than 400 plaintiffs

The county has since been served with roughly 5,000 more cases, pushing total claims past 16,000

Why it matters: Both genuine survivors and taxpayers are now hostage to a verification fight that should have happened before the money was promised.

DA Nathan Hochman’s 34-page motion seeks to delay payments until the end of 2026, with a hearing set for Monday

Hochman warns AB 218 “is going to control the financial health” of every California county, city, and school district for decades

Driving the news: The fraud allegations moved from anecdote to court filing this week.

An LA Times investigation found nine plaintiffs who said recruiters paid them $20 to $200 to file claims; four admitted fabricating their accounts

All nine were clients of Downtown LA Law Group, which represents roughly 2,700 settlement claimants and is under investigation by the DA and State Bar

What they’re saying: The same settlement is described as restorative justice and as an open vault.

Nathan Hochman, LA County District Attorney — “This intervention is critical to safeguarding the rights of the legitimate child abuse survivors”

Patrick McNicholas, plaintiffs’ attorney, at the April signing — “This landmark settlement represents restorative justice for victims”

Kathryn Barger, Board of Supervisors chair — “The system created by AB 218 is inherently vulnerable to fraud”

Downtown LA Law Group has denied any involvement in fraudulent conduct

Yes, but: The 81% figure is the prosecution’s own estimate, not a court finding.

The documented ground truth so far is nine paid plaintiffs, four admitted fabrications, out of more than 11,000 claims; no charges have been filed

A freeze through 2026 lands first on genuine survivors, some of whom have waited decades for acknowledgment

The county’s inability to contest claims is partly self-inflicted: its own policy destroys juvenile records after 10 years

Between the lines: The fraud and the indefensibility were designed in together, by different governments, years apart.

AB 218 removed every time barrier without adding a verification mechanism, and the county then approved $4 billion without discovery — a settlement priced on claim volume, not claim validity.

Every party at the table had a reason not to look closely: lawmakers got justice delivered, firms got fees on volume, the county got finality. Verification had no constituency.

What’s next:

A judge hears the freeze motion Monday at 8:30 a.m.

The State Bar has subpoenaed thousands of documents in its probe of Downtown LA Law Group

County officials are pressing Sacramento for legislative reforms to AB 218 as thousands of additional cases queue up

If verifying claims delays real survivors and paying fast rewards false ones, which mistake should a county be willing to make — and who decides?

Trump signed the bill they demanded, then backed the campaigns that ended their careers

NEED TO KNOW

Mace’s fifth-place finish leaves three of four Epstein petition Republicans out of office

Trump signed the release bill they forced, then backed their challengers

Boebert, the fourth signer, survived on a filing-deadline technicality

WASHINGTON, DC (TDR) — Nancy Mace’s fifth-place collapse in South Carolina’s governor’s race means three of the four House Republicans who forced the release of the Jeffrey Epstein files are now out of office or on their way out.

The big picture: The discharge petition that compelled the Justice Department to release the files needed exactly four Republican signatures. Every one of them drew consequences.

Marjorie Taylor Greene resigned from Congress in January after President Trump withdrew his endorsement

Thomas Massie lost his Kentucky primary in May to a Trump-recruited challenger in the most expensive House primary on record

Mace finished a distant fifth Tuesday after Trump endorsed Lt. Gov. Pamela Evette

Why it matters: The bill itself won overwhelmingly. The people who forced the vote lost anyway.

When the resolution reached the floor in November, all but one House Republican voted for it and Trump signed it

The enforcement stack against Massie alone included a recruited challenger, more than $32 million in ad spending, and a sitting defense secretary campaigning in-district

Every Republican in the conference watched the sequence work three times before the next files fight

Driving the news: Mace spent the week narrating her own ending.

She quipped Thursday on X that her “revenge” on Trump would be “adding to the unemployment number in January”

She also vowed to be “more of a menace than ever” before her term ends in January 2027

Evette and Attorney General Alan Wilson advance to a June 23 runoff for the GOP nomination

What they’re saying: The casualties call it a price; the winners call it accountability.

Thomas Massie, R-Ky. — “Boebert, Greene and Mace have paid an enormous price for doing the right thing”

Nancy Mace, R-S.C. — “Apparently, I chose wrong if the goal was winning an election”

President Trump, on Massie — “He only votes against the Republican Party”

TJ Litafik, Kentucky GOP strategist — “Donald Trump is the sun and the moon and the stars”

Yes, but: The martyrdom narrative is cleaner than the record.

Each casualty carries confounders: Massie opposed the Iran war and years of party priorities, Mace placed third or fourth in her own district’s counties, and Greene’s break ran far wider than Epstein

Lauren Boebert, the fourth signer, runs unopposed in her primary — Trump’s call for a challenger came after Colorado’s filing deadline

None of the four can prove the petition, rather than their full records, decided their races

Between the lines: The punishment was never about the policy. Trump signed the policy.

The files were always coming out; the offense was forcing the timeline without permission. The vote everyone eventually cast cost only the people who made it happen.

The machinery that removed them, from endorsements to recruited challengers to record spending, operates independent of outcomes, which is precisely the lesson the rest of the conference absorbed.

What’s next:

Evette and Wilson meet in the June 23 runoff, the next test of the endorsement’s reach

Boebert faces a general election in a safe Republican district in November

Mace says she’s returning to the private sector when her term ends

When a party punishes members for forcing an outcome it ultimately embraced, where does loyalty end and permission begin — and would the other party behave any differently?

Fixed pricing and a 15-day index window put the record listing into retirement portfolios on autopilot

NEED TO KNOW

SpaceX begins trading today at $135 per share, a record $1.75 trillion valuation

New Nasdaq rules pull the stock into index funds within 15 trading days

S&P 500 declined to fast-track, leaving passive investors split across rulebooks

NEW YORK, NY (TDR) — SpaceX begins trading on the Nasdaq today at $135 per share, and within 15 trading days, funds tracking the Nasdaq-100 must start buying it whether their investors chose to or not.

The big picture: The largest IPO in US history arrives wrapped in two rule-bending moves that work in the same direction.

Elon Musk’s company skipped traditional bookbuilding, setting a fixed $135 price rather than letting investor demand discover one

The offering raised about $75 billion, the biggest haul in US public-market history

Nasdaq changed its index rules effective May 1, cutting the inclusion wait from roughly three months to 15 trading days for top-40 listings

Why it matters: Millions of Americans become SpaceX shareholders by default, not by decision.

Index investors who want no part of the stock may need real effort to avoid it

Nasdaq-100 trackers hold roughly $600 billion in assets; inclusion alone generates about $6 billion in mechanical demand triggered by a rule, not an investment thesis

University endowments are already in deep: the UNC system holds 10% of its endowment in SpaceX, alongside Stanford and Washington University

Driving the news: The plumbing changed weeks before the pipes filled.

Nasdaq’s “Fast Entry” overhaul also loosened free-float requirements, letting thin-float companies carry up to three times their float weighting

Index forecaster Intropic projects passive funds will hold about 30% of SpaceX’s free float within 15 trading days, versus roughly 4% under the old rules

SpaceX confirmed the fixed $135 price Thursday night, declining to publish a range at any point

What they’re saying: Market voices split on whether the structure protects investors or conscripts them.

Jay Ritter, University of Florida finance professor — “Probably, the price is going to jump on the first day”

Franco Granda, PitchBook senior research analyst — “It does remove the upside a little bit”

Tomic of Boston College — “What’s particularly problematic is the 15-day rule”

Oppenheimer opened coverage with a $190 target, well above the offer price

Yes, but: The forced-buying critique skips over what investors actually did with their own money.

Demand reportedly ran about twice the shares on offer, with an unusually large retail allocation people fought to get

The fixed price handed retail buyers the same entry as institutions, something bookbuilding never did

S&P Dow Jones refused to fast-track, holding its 12-month profitability requirement, proof one major rulebook kept its check intact

Between the lines: The fixed price and the fast-entry rule solve the same problem from opposite ends: guaranteeing demand at a valuation no market process ever tested.

Bookbuilding exists to discover a price; index inclusion assumes one. SpaceX skipped the first and accelerated the second.

Nasdaq finalized its rule three weeks before the largest listing in history. No one on record says it was written for this IPO, and the calendar makes the alternative hard to name.

What’s next:

SPCX opens this morning; the first session shows whether $135 holds without the passive bid

FTSE Russell funds can buy within five trading days; Nasdaq-100 inclusion lands around July 7

S&P 500 entry waits until at least mid-2027, pending GAAP profitability

OpenAI and Anthropic, both expected to list this year, inherit whatever tone SPCX sets

When index rules turn the biggest IPO in history into a default holding, is faster access for everyone worth losing the choice to sit it out?

The first concrete demand from a defeated loyalist: end the DOJ audit exemption. He has seven months and a three-vote margin to work with.

NEED TO KNOW

Cornyn told the NYT the DOJ’s IRS exemption for Trump should be overturned

He says Trump-primaried senators now hold real freedom and leverage

Republicans control the Senate by three votes for seven more months

WASHINGTON (TDR) — Sen. John Cornyn, two weeks removed from the primary defeat President Donald Trump engineered, told the New York Times he wants the Justice Department’s IRS exemption for Trump and his businesses overturned, the first concrete target named by a Republican who says losing bought him freedom.

The big picture: The interview converts a grievance into an agenda item.

Cornyn called the settlement provision shielding Trump, his family, and his businesses from IRS scrutiny a serious error that should be reversed

The exemption was granted by the Justice Department in settling Trump’s lawsuit over the leak of his tax data

Why it matters: The purge that beat Cornyn is assembling the bloc that can hurt Trump.

Republicans hold the Senate by three votes, and Cornyn, freed from electoral consequences, is positioned as a crucial swing vote

Trump-backed challengers have already ousted Sen. Bill Cassidy and Rep. Thomas Massie this cycle

Cornyn says targeted senators like himself, Thom Tillis, and Cassidy gained real freedom and leverage from the treatment

Driving the news: His defeat was the most expensive purge in Senate primary history.

Ken Paxton beat Cornyn in the May 26 runoff after Trump’s endorsement a week out, making Cornyn the first Texas Republican senator to lose renomination

The race ran past $100 million, the most expensive Senate primary ever

Cornyn had finished first in the March 3 opening round, 42% to 41%

He will support the ticket but won’t campaign or raise money for Paxton, a real cost from a prolific fundraiser

What they’re saying: All three speak the language of loyalty; they disagree on what it bought.

John Cornyn, R-Texas — “The president needs to be treated like everybody else.”

Donald Trump, endorsing Paxton — Cornyn “was not supportive of me when times were tough.”

Ken Paxton — called Trump’s endorsement “the most powerful force in politics”

Yes, but: The leverage Cornyn describes has limits his own record defines.

A 99.3% alignment rate means the check he now invokes never operated while his seat was at stake

He insists he seeks no vengeance and wants Republicans to hold the Senate, which caps how far he will push

He stopped short of opposing Paxton, whose impeachment trial and securities fraud history give Democrats material to run against

Overturning the exemption requires a vehicle and House cooperation no ally has named

Between the lines: The leverage is real and self-liquidating. It exists because Trump removed the thing that keeps senators compliant: a future. It expires in January with Cornyn’s term, and the purge replaces every freed senator with a loyalist, Paxton among them. Trump is trading seven months of a few unbound votes for six years of bound ones. Both parties should read the IRS callout the same way: less the start of a rebellion than a preview of what any Republican senator might say the moment losing stops being the price.

What’s next:

Watch for a vehicle: an amendment or rider forcing a floor vote on the audit exemption would test the bloc

Paxton faces Democrat James Talarico in November in a race both parties now treat as winnable

Cornyn’s fundraising abstention is measurable; watch Paxton’s next quarterly numbers

If a senator only becomes a check on the president after voters can no longer reward or punish him, is the problem the senator, the president, or the incentive?

The effort would wait until after midterms Republicans expect to lose

WASHINGTON (TDR) — President Donald Trump and his allies are discussing a push for Congress to expunge his two first-term impeachments, the Wall Street Journal reported Thursday, with Speaker Mike Johnson open to the move and the effort planned for after November midterms in which Republicans are widely expected to lose their House majority.

The big picture: The vehicle already exists; the new development is the principal pushing it and the calendar attached.

Trump and his allies have discussed pressing lawmakers to pass a resolution voiding the impeachments, per the Journal

Rep. Darrell Issa’s H.Res. 1211 would expunge both impeachments “as if such Articles had never passed” the House

The resolution has Judiciary Chairman Jim Jordan’s backing and 20-plus cosponsors since April

Why it matters: A successful vote would set a precedent without producing an effect.

The Constitution provides no procedure for undoing an impeachment, experts told the Journal

The House Parliamentarian’s office has said an expungement resolution carries no explicit consequence; the votes remain in the congressional record

Practical implications are dubious because resolutions cannot revisit the votes or erase public memory of them

Driving the news: The timing is the most revealing detail in the Journal’s reporting.

The effort would wait until after the November midterms, per the Journal

Republicans are widely expected to lose their narrow House majority

Johnson told the Journal that emerging evidence convinces him the impeachments were partisan shams and that a compelling case exists for expungement

Jordan said in April the House was looking at expungement, citing declassified whistleblower memos from the 2019 case

What they’re saying: The skepticism that killed prior attempts came from inside the GOP.

Donald Trump, US President — “It should be done because I did nothing wrong.”

Rep. Don Bacon, R-Neb., during the 2023 attempt — “It sounds a little bit weird to me. It is what it is, it happened.”

Critics on the left call the effort a “show of fealty” to Trump

Yes, but: This is the fourth run at expungement, and everything that killed the first three is still standing.

Resolutions introduced in 2022 and 2023 died without hearings, markups, or floor votes

Speaker Kevin McCarthy reportedly promised Trump a vote in 2023, denied any deal, and never scheduled one as vulnerable members balked

Waiting until after the election implicitly concedes the votes are not there while members still answer to voters

Between the lines: The schedule is the confession. A resolution with the votes would be scheduled before November. Planning it for after an expected loss points at one window: a lame-duck vote cast by members who will never face voters again. The reward for spending that window, per the House’s own parliamentarian, is a vote that alters nothing in the record it claims to erase. Both parties fight over what impeachment means because neither accepts what it is: an indictment that twice ended in acquittal.

What’s next:

Nothing moves before November, by the plan’s own design

Watch whether Judiciary gives H.Res. 1211 a markup before the election as a base signal

A future Democratic House could pass a counter-resolution; under the parliamentarian’s guidance, neither vote would change the record

If an impeachment can be voted away by a later majority, what remains of it as a check — and if it can’t be, what exactly are both parties fighting to control?

Both capitals are telling the truth about different layers of the same agreement. One signature is pending in neither's messaging.

NEED TO KNOW

Iran’s Foreign Ministry says no final decision has been reached on any agreement

Axios sources: a text was agreed in principle, pending the supreme leader’s approval

Trump told the New York Post the agreement is essentially complete

WASHINGTON (TDR) — Iran’s Foreign Ministry publicly rejected President Donald Trump’s claim that a war-ending agreement is complete, hours after he announced a possible weekend signing, while diplomats briefed on the talks say the real status is neither capital’s message: a finished text waiting on Supreme Leader Khamenei.

The big picture: Each government told the truth about a different layer of the same deal.

Foreign Ministry spokesman Esmail Baghaei said no agreement has been finalized, per the semiofficial Tasnim agency

Trump announced a settlement with a signing expected in Europe this weekend, attended by Vice President JD Vance

Per Axios, Iranian officials told several countries the Tehran talks produced an agreement in principle awaiting Khamenei’s final approval

Why it matters: The distance between “wrapped up” and “not final” is where ceasefires die.

The US naval blockade remains in force until documents are finalized

The IRGC says the Strait of Hormuz stays closed until further notice, though reopening it is part of the reported framework

Treasury Secretary Scott Bessent is preparing tools to free Iranian assets for Gulf-led rebuilding

Driving the news: Reporting from inside the talks maps what is agreed and what is not.

The Qataris and Iranians believed Wednesday they had a text Washington would also accept

Gaps narrowed on three issues: the mechanism for releasing Iran’s frozen assets, arrangements for reopening Hormuz, and how nuclear talks would run during the 60-day ceasefire

Baghaei blamed the delay on Washington, saying “the Americans kept changing their positions”

A later Fars report said the US accepted Iran’s proposed text, allowing Tehran to reconsider the agreement

What they’re saying: The two governments are describing one document with opposite verbs.

Esmail Baghaei, Iranian Foreign Ministry spokesman — “Reports regarding an agreement are speculative, and nothing has been finalized.”

Donald Trump, US President, days earlier on the holdout — “They’ve got no choice, and it takes a little while.”

Yes, but: Tehran’s caution has causes Washington supplied, and Trump’s confidence has a record working against it.

Axios sources say this week’s overnight US strikes significantly deepened Iranian suspicion of Trump’s real intentions, even as talks produced the text

US forces had struck Iranian targets two straight days before Trump canceled further strikes Thursday

Iranian denials follow a pattern: parliament speaker Mohammad Bagher Qalibaf earlier dismissed reports of talks as market manipulation

Trump’s late-May “final determination” meeting on a near-identical framework ended without a decision

Between the lines: Neither government is lying so much as performing for its required audience. Trump needs the deal done because he announced the ceremony. Baghaei needs it not-done because in Iran’s system nothing is agreed until the supreme leader says so, and preempting him is not survivable for a spokesman. “The Americans kept changing positions” supplies Tehran a public reason to wait that is not “our leader hasn’t decided.” The weekend ceremony is scheduled around one approval neither capital controls.

What’s next:

Trump says the signing could come within days, subject to finalizing documents

No timeline exists for the supreme leader’s decision, the gate the Axios sources identify

The blockade and the Hormuz closure stand until finalization, keeping oil markets exposed

Tehran says it will announce when a text is actually complete; watch Qatari mediators for the first confirmation

Which is more dangerous to a fragile ceasefire — announcing an agreement before it exists, or refusing to confirm one that does?

Tehran put a war-zone threat on the cover page of a $1.77 trillion stock debut. Trading starts Friday.

NEED TO KNOW

Iranian state media declared all Musk Middle East operations military targets Thursday

SpaceX priced the largest IPO in history the same day; trading starts Friday

Index fast-tracking will put SpaceX shares into passive retirement funds automatically

WASHINGTON (TDR) — Iranian state media declared every Elon Musk business in the Middle East a legitimate military target Thursday, hours before SpaceX locked in the largest initial public offering in history, attaching a live wartime threat to a $1.77 trillion stock debut.

The big picture: The threat and the pricing landed the same afternoon, on opposite sides of the same company.

IRGC-affiliated Fars reported Iran will treat all Musk companies in the region as military targets, including a regional Starlink ground station

SpaceX set its final IPO price at $135 Thursday, valuing the space-and-AI conglomerate at $1.77 trillion ahead of Friday trading

The declaration came the same day Trump announced a weekend settlement signing, a deal Fars itself says has no approved text

Why it matters: Millions of Americans acquire this exposure Friday without choosing it.

Nasdaq, FTSE Russell, and other index firms agreed to fast-track SpaceX into their indexes, so passive retirement and education funds must buy shares

The $75 billion raise is expected to exceed all US IPOs in 2024 and 2025 combined

Driving the news: Tehran’s stated justification is Starlink’s role in the war itself.

CNBC reports Starlink has supported US operations against Iran, including attack drones and unmanned surveillance and attack vessels

Fars named Starlink ground stations in Qatar, the UAE, and other host countries as potential targets

The Fars source alleged Musk-linked firms aided “war crimes,” citing strikes on water infrastructure in southern Iran, a claim TDR could not independently verify

The threat followed two straight days of US strikes on Iranian targets this week

What they’re saying: The same asset reads as a growth story in New York and a target list in Tehran.

Source close to Iran’s negotiating team, via Fars — Iran “reserves the right” to strike facilities tied to Musk-managed holdings in the region

Lise Buyer, IPO consultant, Class V Group — “Elon has dictated the price,” on the take-it-or-leave-it $135 structure

SpaceX has not publicly responded to the Iranian allegations

Yes, but: The threat rests on a single unnamed source in Iranian state media, and markets barely flinched.

The declaration is sourced entirely to Fars, the same outlet that contradicted US accounts of the deal terms in late May

Trump cited a 1,000-point stock market jump the same day as proof investors expect peace, not escalation

Dismissing it entirely has costs too: Starlink’s military integration is documented, and the Nasdaq spent early June shedding 7% before Thursday’s rebound

Between the lines: Starlink’s war work is one fact wearing two price tags. To investors, a network so embedded in US operations that the Pentagon can’t fight without it is the growth story justifying a record valuation. To Tehran, infrastructure that runs attack drones has forfeited civilian status. SpaceX goes public selling exactly the exposure Iran says justifies targeting it, and the index funds buying in are never asked which reading they believe.

What’s next:

SPCX begins trading Friday morning on the Nasdaq; the open will show whether the threat priced in at all

Index inclusion pulls passive funds in over the following weeks

If the weekend signing happens, the declaration reads as negotiating leverage; if it collapses, it reads as a target list

When a company’s war work is both its growth story and the enemy’s stated justification, who owns that risk — the founder, the Pentagon, or the retirement funds buying in Friday?

NEED TO KNOW

Ocasio-Cortez remains undecided between president, Senate, or House reelection in 2028

Her advisers are planning a fall tour to test a national campaign

Rival camps calculate her 25–30% floor could win a splintered field

WASHINGTON (TDR) — Rep. Alexandria Ocasio-Cortez’s advisers are planning a fall tour to test whether she can win a national campaign, CNN reported Thursday, while teams preparing rival 2028 bids have privately concluded her locked-in base might be enough to take the nomination whether the test succeeds or not.

The big picture: The New York Democrat is running an electability experiment before choosing which office to seek.

She remains undecided between president, Senate, or House reelection in 2028, per CNN

She is working to expand beyond the progressive base through endorsements and committee work

She has raised $15 million and hired former senior advisers to Bernie Sanders’ presidential campaigns

Why it matters: Her decision is the largest unresolved variable in the Democratic field.

Democratic operatives expect she would raise $100 million from small-dollar donors alone

An Atlas poll in May put her first among possible Democratic contenders at 26%

A December Argument/Verasight survey showed her edging JD Vance 51–49 in a hypothetical general election

Driving the news: The most striking detail in CNN’s reporting comes from her opponents, not her allies.

Prospective rivals’ teams figure she would lock down 25–30% on the left in a primary

Those advisers acknowledge that in a splintered field of a dozen or more contenders, that floor positions her to build slightly and become the nominee

Her higher name recognition also carries higher negatives than most of the field

She launched what amounts to a national tour without calling it one, from Philadelphia to Ebenezer Baptist Church in Atlanta

What they’re saying: She rejects the framing her own operation appears to be testing.

Alexandria Ocasio-Cortez, D-N.Y. — “My ambition is way bigger than that. My ambition is to change this country.”

Rival campaign advisers, per CNN’s reporting, describe her less as a candidate to beat than a fixed quantity to plan around

Rep. Greg Casar, D-Texas — “She’s not thinking about, like, ‘Oh, what’s the next step on the ladder?'”

Yes, but: The broadening strategy spends the brand that built the floor.

She endorsed socialist Zohran Mamdani, then fundraised for Abigail Spanberger, who criticized progressives like her in Congress

She has withheld endorsements from progressive challengers running against incumbent New York Democrats

She is co-sponsoring a 10% credit card interest cap with Republican Anna Paulina Luna

She is skeptical of the early polls showing her in first, per a source close to her

Between the lines: No one in this race is arguing about ideology yet. Everyone is doing arithmetic. Her team is testing whether the left’s ceiling can rise; rival teams have stopped planning to win her voters and started betting on consolidating everyone else’s. Both calculations concede the same premise: her floor is not in dispute, and her ceiling is unproven. The “my ambition isn’t positional” line keeps three doors open at zero cost until filing deadlines force one.

What’s next:

The fall tour will test her reception outside progressive strongholds

The Senate path means a primary against Chuck Schumer, whose seat is up in 2028

Her midterm endorsement slate, including her new End Corruption Caucus allies, will signal which office she is building toward

Which is the riskier bet for Democrats — a nominee with a guaranteed floor and an unproven ceiling, or a crowded field counting on someone else to consolidate it?

Vance will attend a weekend ceremony in Europe. Trump won't. Iran's negotiators say nothing has been approved.

NEED TO KNOW

Trump says a US-Iran settlement signing is expected in Europe this weekend

Vance will attend the ceremony; Trump confirmed he will not

Iran’s negotiating channel says no memorandum text has been approved

WASHINGTON (TDR) — President Donald Trump announced Thursday that a settlement ending the war with Iran could be signed in Europe this weekend, with Vice President JD Vance attending in his place, hours after a source close to Tehran’s negotiating team said no agreement text exists.

The big picture: The announcement capped a 24-hour reversal from escalation to celebration.

On Wednesday, Trump threatened “very hard” new strikes and vowed to seize Kharg Island, Iran’s main oil export terminal

By Thursday, he had canceled the planned strikes, saying talks had reached the highest level of Iranian leadership

US forces had struck Iranian targets two straight days this week after Iran downed an American helicopter

Why it matters: Markets are pricing a peace that one side has not confirmed.

Trump cited the stock market’s 1,000-point jump as proof the parties like the deal

The reported memorandum would reopen the Strait of Hormuz, extend the ceasefire, and open 60 days of nuclear talks

The IRGC said Thursday the strait stays closed until further notice, warning any approaching vessel would be “cooperating with the enemy”

Driving the news: Trump said the final points were approved by “all parties involved,” then listed Israel, Qatar, the UAE, Saudi Arabia, and Bahrain. He did not list Iran.

He told Fox News he wants the signing held in Switzerland

He confirmed he will not attend; Vance, who has led the US delegation since April, will

The US naval blockade of Iranian ports remains in force until documents are finalized

What they’re saying: The two capitals described two different Thursdays.

Donald Trump, US President — “We just made a great settlement of the war with Iran.”

Source close to Iran’s negotiating team, via Fars — “No text has been approved for an initial memorandum of understanding.”

Yes, but: Trump has announced this finish line before, recently.

In late May, he scheduled a “final determination” meeting on a near-identical memorandum; it ended without a decision

Fars then accused him of “distortions”, including a toll-free Hormuz clause it said was not in the text

Sticking points reportedly still include Iran’s uranium stockpile, frozen assets, and Lebanon

Between the lines: The president who calls this his settlement is putting the vice president’s name on the ceremony. If the weekend signing happens, Vance collects the diplomatic credential ahead of any 2028 run. If Tehran never shows, the man who announced the event was never scheduled to be in the room. The arrangement works either way for exactly one person.

What’s next:

Trump said the signing should happen within days, subject to finalizing documents

Tehran says it will notify Pakistani mediators and the public when a text is actually complete

Watch whether the Strait of Hormuz reopens on signature, the deal’s fastest verifiable test

Which is the bigger gamble — celebrating a peace the other side hasn’t confirmed, or dismissing one that might be days away?
