SACRAMENTO, Calif. (TDR) — President Trump’s Justice Department on Wednesday filed a lawsuit against the California Department of Education and the California Interscholastic Federation (CIF), challenging the state’s policy that allows transgender girls to compete on girls’ sports teams.

The move marks a significant legal escalation by the administration, which has made restrictions on transgender athletes a centerpiece of its education and civil rights agenda.

Lawsuit Leverages Title IX

In its complaint, DOJ attorneys argue California’s policy violates Title IX, the 1972 federal law that prohibits sex-based discrimination in education programs that receive federal funding. The lawsuit claims the state’s transgender athlete policy “undermines the very intent of Title IX by forcing biological girls to compete against biological boys.”

“The results of these illegal policies are stark: girls are displaced from podiums, denied awards, and miss out on critical visibility for college scholarships and recognition,” the lawsuit states.

Trump Officials Signal Broader Legal Action

Attorney General Pam Bondi made clear the California lawsuit is only the beginning.

“If you do not comply, you’re next,” Bondi said in a social media video, referring to other states with similar policies. “We will protect girls in girls sports.”

The administration also filed suit against Maine in April for allowing transgender girls to compete in state-sanctioned events. The Education Department previously threatened to withhold federal funds from several states over the issue.

California Responds

California officials declined direct comment on pending litigation but pushed back on the narrative. Gov. Gavin Newsom’s office called the Trump administration’s actions “a cynical attempt to distract from its ongoing efforts to cut education funding and silence marginalized communities.”

California has allowed students to compete on teams aligned with their gender identity since 2013, under a state law that predates recent federal pressure.

Internal Dissonance Among Democrats

Newsom himself stirred controversy in March when he expressed skepticism about competitive fairness in girls’ sports during a podcast appearance. While he has not endorsed a ban, some Republican lawmakers have seized on the moment to push state legislation barring trans girls from female competitions.

Meanwhile, GOP-aligned groups such as the California Family Council applauded the federal lawsuit.

“This is a necessary step to ensure girls are not forced to give up scholarships or championships to male-bodied competitors,” the group said in a statement.

Equality California, a major LGBTQ+ rights organization, denounced the DOJ’s actions as “an attack on transgender youth masked as a defense of fairness.”

Broader Political Stakes

This case adds pressure to the ongoing legal and cultural battles over transgender rights in schools. The administration's executive order in February barring trans girls and women from participating in gender-aligned sports teams continues to face court challenges.

California is not the only state in the DOJ’s crosshairs. The administration has launched Title IX investigations in Oregon, where three high school girls this week filed a lawsuit to strike down trans-inclusive policies and remove records set by transgender athletes.
